Sean wrote, "At the request of several in the satellite community, I spent some time last evening reviewing data presented to me con- cerning my ruling that the ISS would not count for satellite QSO credit during Field Day." "After reviewing the data last evening, I have come to the conclusion that my first ruling was incorrect; The ISS is indeed eligible for satellite QSO credit during Field Day." They are also invited to submit papers for the "Proceedings" document which will be published at the same time but printed papers are not mandatory. June 29, 2008 To All RADIO AMATEURS BID: $ANS-180.03 26 June 2008 For immediate release IARU Officer Nominations Agreed for 2009-2014 Term The Administrative Council (AC) of the International Amateur Radio Union (IARU) held its annual meeting on 24-25 June 2008 in Konstanz, Germany and took the following actions. 1. The consultative process leading to nominations for IARU President and Vice President for the five-year term beginning on 9 May 2009 was completed between the AC and the American Radio Relay League, the IARU member-society that serves as the International Secretariat. IARU President Larry Price, W4RA had announced in 2007 that he was not available to serve an additional term. The AC agreed that Vice President Tim Ellam, VE6SH and Region 1 President Ole Garpestad, LA2RR are suitably qualified to serve as IARU President and Vice President, respectively. Their nominations will be offered to the member-societies for ratification. 2. A comprehensive review and update of the working document that defines the additional spectrum requirements of the amateur and amateur-satellite services was conducted. Requests from the amateur satellite community for support of additional allocations were considered and referred to the IARU Satellite Adviser for additional information. 3. The IARU International Coordinator for Emergency Communications, Hans Zimmermann, HB9AQS/F5VKP, presented his report in person. He noted the outstanding performance of radio amateurs in China who responded to the recent tragic earthquake emergency. 4. Reports of the other IARU international coordinators and advisers were received. They are International Beacon Project Coordinator Peter Jennings, AB6WM/VE3SUN; Satellite Adviser Hans van de Groenendaal, ZS6AKV; EMC Adviser Christian Verholt, OZ8CY; and Interim Monitoring System International Coordinator Chuck Skolaut, K0BOG. 5. An additional progress report was received from an ad hoc committee that is investigating the future role and structure of the IARU. Work since the previous AC meeting has refined the structure and identified the remaining issues to be resolved. 6. A resolution offered by Region 1 that seeks to improve the operating standards of radio amateurs was adopted. The AC endorses and recommends the principles set out in the booklet “Ethics and Operating Procedures for the Radio Amateur” by John Devoldere, ON4UN and Marc Demeuleneere , ON4WW, and encourages each IARU Region to consider this booklet, with a view to adopting it, including any Regional variations that might be felt appropriate. 7. A study of the international QSL bureau system was commissioned. The study will seek input from member-societies on the problems they face in light of escalating postage and other expenses, and the anticipated impact of electronic confirmation systems such as the ARRL’s Logbook of the World. 8. The three-year strategic plan for the development of support for amateur radio frequency allocations was reviewed and renewed for the period 2008-2011. The principal focus is on preparations for the 2011 World Radiocommunication Conference (WRC-11), especially the attainment of an amateur allocation in the vicinity of 500 kHz. 9. The International Telecommunication Union (ITU) meetings at which IARU representation will be required for the coming year were identified, and plans for representation were reviewed. 10. The plans of Region 3 for the IARU presence at Telecom Asia 2008 (Bangkok, 2-5 September) and of the International Secretariat for Telecom World 2009 (Geneva, 5-9 October) were reviewed. 11. The budget for 2009-2011 as presented by the International Secretariat (ARRL) was reviewed. The budget includes provision for financial contributions from the three regional organizations to defray a portion of the expenses, in accordance with previously adopted policy. 12. The 29 March 2009 implementation of the worldwide exclusive allocation of 7100-7200 kHz adopted at the 2003 WRC was noted and the many contributors to this achievement were recognized. 13. “Amateur Radio: Your Resource in Disaster and Emergency Communication” was selected as the theme for the next World Amateur Radio Day, April 18, 2009. 14. Status reports from each of the three IARU regional organizations were received and discussed. The next regional conference will be that of Region 1, to be held in Cavtat, Croatia in mid-November. June 29, 2008 To All RADIO AMATEURS BID: $ANS-180.04 HAM RADIO IN SPACE: CELEBRATING 45 YEARS OF WOMEN IN SPACE In ham radio space related news, word that special event station R45VT is on the air. This, to commemorate the 45th Anniversary of Valentina Vladimirovna Tereshkova becoming the first woman in space. Tereshkova flew to orbit on June 16th 1963 as pilot onboard Vostok 6. Her call sign during the flight was Chaika. She spent 71 hours in space orbiting the Earth 48 times. Since that time women have made a significant contribution to space exploration and many of them have been licenced Radio Amateurs. A few of the many notable women space explorers since Valentina Tereshkova include American Sally Ride and the United Kingdom's Helen Sharman to mention only a few. Sharman was also the first UK woman to be issued a ham radio call for her flight. She operated from the Mir Space Station as GB1MIR And very apropos for this type of commemorative operation. At least one UK ham resports that he recently worked R45VT through the VO-52 amateur radio satellite. The Radio Amateur Satellite Corporation (AMSAT) was again included in the approvals. The CFC, or Combined Federal Campaign, is the U.S. Government equivalent Of the United Way in the private sector. The campaign affords all US Government employees the opportunity to make donations from their regular paychecks to CFC approved Charities. June 15, 2008 To All RADIO AMATEURS BID: $ANS-166.03 Santa Clara University students invite amateur radio operators worldwide to participate with them by receiving beacon signals from PreSat and NanoSail-D, two pioneering cubesat missions that will launch from the Reagan Test Site (Omelek Island, Kwajalein Atoll, Republic of Marshall Islands) on June 23, 2008 at about 7:00 pm PDT. Both spacecraft will go into Low Earth Orbit as secondary payloads aboard a SpaceX Falcon-1 launch vehicle into a 685x330 km, 9 degree inclination orbit. PreSat is a 10 x 10 x 30 cm. spacecraft, operating at 437.318 MHz FM, will send an AX.25 packet every 5 seconds. The mission will evaluate the performance of a generic biofluidic sample management and handling system for future advanced in situ spaceborne biology experiments. NanoSail-D is a 10 x 10x 30 cm. spacecraft, operating at 437.269 MHz FM, sending an AX.25 packet every 10 seconds, will deploy a solar sail that also will be used as a drag sail to demonstrate orbital debris mitigation technology. June 15, 2008 To All RADIO AMATEURS BID: $ANS-166.06 Drew KO4MA, AMSAT-NA Vice-President of Operations gave an update of AO-16's on-going malfunctions and troubleshooting. Drew reported, "AO-16 continues to spontaneously shut off. We suspect it is a watchdog timer that is malfunctioning, and that it is tempera- ture related." The resets on the satellite began shortly after AO-16 re-entered periods of eclipses after a long period of full sun. Mark, N8MH, and Drew have, at various times, re-commanded the bird on. It will stay on for anywhere from just a few seconds to a few minutes. They also experimented with doing the reset operation automatically, with not much success. Drew summarizes, "The current plan is to wait a little bit until the eclipses start getting shorter, the overall temperature of the satellite rises some, and see if the frequency of the resets goes down enough to make some sort of day-to-day operation feasible again." June 1, 2008 To All RADIO AMATEURS BID: $ANS-152.02 Erich Eichmann DK1TB has released SatPC32, version 12.8, a satellite tracking program which now contains improvements for Windows Vista compatibility, CAT control of multiple radios, and CAT control of Icom half-duplex radios. Erich Eichmann DK1TB has donated SatPC32 to AMSAT, so all proceeds support amateur satellite programs. Please support amateur satel- lites by registering your copy of SatPC32. A demo version may be downloaded from the author's web site: http://www.dk1tb.de/indexeng.htm. Some users of the new SatPC32 v12.8 have experienced a few minor problems with this release and Erich is investigating these reports. Registered SatPC32 users may use their existing registration code to activate the downloaded new version. New users are encouraged to purchase a registration code from AMSAT-NA, AMSAT-DL, or AMSAT-UK. The online store is down at the moment but you may purchase a regis- tration code by calling Martha at the AMSAT office at 888-322-6728. Here are the changes listed in the 12.8 "What's New" file: + The setup program has been updated to the the latest 32-bit Vista compatible version of Installshield Express. + The CAT steering functions of SatPC32 have been expanded to now include the ICOM IC-706MKIIG, IC-7000 and compatible radios. + Full duplex satellite operation with 2 separate radios for uplink and downlink has been improved. Numerous devices can be combined, e.g. the Yaesu semi-duplex transceivers with each other or with Icom semi-duplex radios or single band radios or Icom radios with each other. + The Vista compatibility has been improved. + SatPC32 now includes a simple text editor that can alternatively be used besides Notepad to edit auxiliary files (data files, i.e. Doppler.SQF). + Further improvements include operation of narrow FM mode of the IC-910H. The program now shows the file date of the selected Keplerian data file. CAT steering of the FT-736R has been fixed. Ivan continued, "All will receive an FCAL mission patch plus a mission coffee mug. One surprise about the mission patch. These are STP mission patches that have flown on the space shuttle when FCAL and ANDE were released. I will include the letter of authentication that indicates these patches flew in space. June 1, 2008 To All RADIO AMATEURS BID: $ANS-152.04 + Congratulations are in order for 10 year old Piyumi, VE4WPL in Winnipeg, Manitoba, Canada for making her first satellite contact on AO-51. She used an Icom IC-W32A handheld at 5 watts with an Arrow antenna to make the contact. + Patrick WD9EWK/VA7EWK represented AMSAT at the Yavapai Amateur Radio Club (YARC) and Verde Valley Amateur Radio Club (VVARA) joint hamfest on Saturday, 31 May 2008. He set up an AMSAT table at the hamfest and provided on-air demonstrations using the AO-51 satellite. + Allen, N5AFV was also active in promoting amateur radio satellite activity on the weekend of May 31 - June 1. On May 31 Allen op- erated via satellite from the second highest point in Texas at the top of Enchanted Rock. June 1 gave Allen the opportunity to operate using the Ten Ten International club call sign, W6OI from 20th Annual Ten Ten Hill Country Picnic. Delta Researchers School Contact Successful On Friday, May 23, Delta Researchers Schools 2008 Space Expo in Noordwijk, the Netherlands, experienced an ARISS contact via tele- bridge station WH6PN in Hawaii. Garrett Reisman, KE5HAE, answered 15 questions posed to him by children from twelve Dutch primary schools. The audio for this event was fed into the EchoLink AMSAT (101 377) and JK1ZRW (277 208) servers. Photos and audio will be posted on the ARISS-Europe Web site when available. 2. ARISS Delegate Receives CQ's Radio Hall of Fame Award ARISS delegate and mentor Gaston Bertels, ON4WF, was inducted into CQ magazine's Amateur Radio Hall of Fame for making a sig- nificant contribution to amateur radio and our planet. This award is given to persons who not only excel in personal performance in amateur radio, but also give back to amateur radio in a significant manner. ARRL QST Articles on ARISS Activities The American Radio Relay League (ARRL) June QST published an item under "Media Hits" (page 12) about Yi So-yeon launching to space to perform ARISS ham activities. Also posted in the June QST is a Field Day multi-page insert. Under ideas for fun things to do on Field Day is a suggestion for hams to listen for general contacts being made from the International Space Station. 4. ARISS International Team Meeting Held The ARISS monthly meeting was held on Tuesday, May 20. Topics of discussion included the ARISS Face to Face Meeting to be held in Moscow in July and the status of SuitSat-2. Minutes have been posted.
