To switch the transmitter on, you need to send a CTCSS tone of 74.4 Hz.
The order of operation is thus: (allow for Doppler as necessary):
1) Transmit on 145.850 MHz with a tone of 74.4 Hz to arm the 10 minute
timer
on board the spacecraft.
2) Now transmit on 145.850 MHz (FM Voice) using 67.0 Hz to PT the
repeater on
and off within the 10 Minute window.
3) Sending the 74.4 tone again within the 10 minute window will reset
the 10

The Delfi ground control team is currently performing tests while
the spacecraft is over the Netherlands to address the downlink drop-
out issue. These tests may require several passes over the ground
controllers so the satellite may still experience downlink dropouts
over the coming days.
The current operating mode of Delfi can be found on its webpage at:

While in science mode Defli has continued operation on a downlink of
145.930 MHz, transmitting 1200 Baud BPSK AX.25 telemetry data. Reminder:
Delfi-C3 does not have a battery on-board and will therefore only be
active in sunlight. The latest keplerian elements for Delfi can also
be found on the operations web page.
The Delfi team reported, "Up to now, we have received over 130000
AX.25 frames from all over the world, thank you very much for your

Hiroki Ashida, JQ1YCZ reported this week that the Tokyo Institute of
Technology enabled continuous packet telemetry on their cubesat,
Cute1.7 + APD II. This was to support a 12 hour experiment of the
Avalanche Photo Diode APD) as a radiation monitor of low-energy
(E > 10 keV) particles trapped in low Earth orbit.
Prior to the activation of this experiment packet telemetry had
only been activated when the Cute1.7 + APD II cubesat was within
range of the Japanese ground control station.
The FM packets were received on 437.475MHz from amateur radio station
around the world. Packet formats and additional satellite information

AO-16 Operation Update

Mark Hammond, N8MH, AO-16 Command Station gave an update of testing on
the AO-16 satellite. Mark commented, "Indeed, over the last several
days you are likely to have found AO-16 silent. There appears to be
something in the spacecraft shutting down the transmitter after a
short, random period of time. Current speculation on the problem in-
cludes a temperature issue that has reared its ugly head now that the
eclipse periods are increasing and the spacecraft internal temperatures
are decreasing. It may be a hardware timer. It does not appear to be
a battery issue."
The ground control station will manually turn the satellite ON and
then configure it for voice operations. This is a manual process
and command stations are limited to the East coast of the US. As
schedules permit, we'll try to turn it ON; for now, it's the best
we can do. Time will tell if the current situation will stay the
same, improve, or get worse.

BID: $ANS-145.08
The Russian Federal Space Agency announced the successful launch of
the Yubileiny, a 45 kg small satellite, on May 23 from the Plesetsk
Launching Site into low earth orbit.
The motive for development of Yubileiny small spacecraft was the 50th
anniversary of the first space satellite. One mission goal includes
flight qaulification of the new space systems and equipment. Radio
amateur operators all over the world will be able to receive the tele-
metry downlink utilizing RS-style CW telemetry 435.315 MHz using the
callsign RS30.
The satellite transmits a cyclic series of messages lasting for 4
minutes including a call signal and TM-data (10 seconds); a voice
message (1 minute); a pause (50 seconds); the first artificial
satellite imitated signals (10 seconds); an image (1 minute);
with a final pause (50 seconds).
Aerospace Vehicle Laboratory SCC is the primary the satellite con-
trol. A similar Satellite Control Center has been established at the
Siberian State Aerospace University in Krasnoyarsk to allow students
and research engineers can receive and analyze the telemetry in coop-
eration with the specialists at JSC Academician M.F. Reshetnev Infor-
mation Satellite Systems center.

AMSAT Introduces Team Namaste at Dayton Hamvention
AMSAT News Service Bulletin 138.01
>From AMSAT HQ SILVER SPRING, MD.
May 18, 2008
To All RADIO AMATEURS
BID: $ANS-138.01
Team Namaste, a new AMSAT engineering team, was introduced at the
Dayton Hamvention held over May 16-18. AMSAT's Eagle and the
Intelsat Phase IV ride-share project will include the Advanced
Communications Package (ACP) supporting digital communications
with a 5.6 GHz uplink and 3.4 GHz downlink.
Team Namaste includes the ACP Ground Segment led by Michelle, W5NYV
and the ACP Satellite Segment led by Matt, N2MJI.
Michelle described the ground segment, "Namaste is the effort to
develop a microwave band, digital signal capable earth station
attainable by the average ham so users can immediately take advantage
of the audio, digital messaging, and video services our new new sat-
ellites will provide."
Two key user audiences are the target of the Namaste earth station.
Michelle describes the user base, "First we want to excite amateur
radio operators who want to have fun using microwave bands to talk
through a satellite employing digital communications techniques.
Second, we want to serve emergency communications operators who need
a reliable, infrastructure-independent system in order to get their
work done."
The Ground Segment and Satellite Segment Teams are developing an RF
link budget and system configuration which a reasonably priced ama-
teur radio transceiver can attain. No commercial amateur radio gear
exists for the GHz-frequency range and digital communication link
for the new mode on AMSAT high orbit satellites.
Antenna configuration and available power are limited on the satellite
platform depending upon solar cells and batteries. Given the modern
reality of CC&R's and antenna restrictions in many communities the
baseline antenna at the amateur station is currently specified as
a half-meter dish. This is the same type and size of dish many homes
use for satellite television such as DirecTV.
Planning for the ACP includes 20 watts RF power with 18dB antenna gain
at the spacecraft. The ground segment rule of thumb at present esti-
mates 10 watts of transmitter power with the half-meter dish is needed.
Further radio link budget and RF exposure safety issues are also being
investigated.
AMSAT welcomes Team Namaste, leading the way to an exciting future of
Amateur Radio in Space. Questions and comments can be sent via e-mail
to namaste-dev(a)amsat.org. Team Namaste has a web page at:
http://www.amsat.org/namaste.

Bill Tynan, W3XO issued the following statement on behalf of the AMSAT
Board of Directors this week:
By the authority vested in me by the AMSAT-NA President, I am pleased
to issue an OSCAR number for the amateur radio satellite, Delfi C-3.
As attested to in a communication to the AMSAT-NA Board of Directors
dated 8 May, 2008, from Wolter Jan Ubbels, the spacecraft's Project
Manager; Delfi C-3 was successfully launched 28 April, 2008 from India
aboard a Polar launch vehicle. Mr. Ubbels also states that the satellite
was successfully commissioned and is currently transmitting telemetry
on the 2 meter amateur band. In addition to its 2 meter downlink, Delfi
C-3 has an uplink on the 70 cm band.
According to Mr. Ubbels, this newest amateur satellite was developed
by a team of some 60 students and facility members in the fields of
Aerospace Engineering, Electrical Engineering, Mathematics and Computer
Science from various polytechnic schools in The Netherlands. Further,
he states that Delfi C-3 carries 2 experiments, one involving thin film
solar cells developed by Dutch Space and the other, an Autonomous Wire-
less Sun Sensor from the Dutch Government Research Institute (TNO).
Mr. Ubbels' letter says that Delfi C-3 has been duly coordinated through
the Region 1 IARU representative, Mr. Graham Shirville, G3VZV, and that
the satellite meets all of the criteria necessary to be issued an OSCAR
number.
In response to the information provided by Mr. Ubbels, I hereby issue
the designation Delfi-C3 OSCAR-64 or Dutch OSCAR-64. The shortened ver-
sion of either of these two designation would, of course, be, DO-64.
AMSAT-NA is pleased to welcome DO-64 into the family of amateur Radio
satellites. We are hopeful that it will fulfill its intended mission of
furthering education and increasing interest in the Amateur Radio space
program. We congratulate all of those responsible for designing, building,
testing and launching this new Amateur Radio satellite and look forward
to its long and productive life.
73,
William A. (Bill) Tynan, W3XO

The AMSAT booth at the Dayton Hamvention included the first stages
of the full-scale engineering unit of the Eagle satellite structure.
This consists of the inner 4 honeycomb panels where electronics are
mounted, along with four channels and two electronics boxes. The half-
scale model of Eagle was also on display. After the Hamvention the
Eagle engineering unit will return to the AMSAT Maryland Lab for
further development, integration, and testing.
Radio amateurs were able to get a taste of satellite operations at
the live satellite demos. Using the callsign W5IU the demo team was
on-the-air via AO-7, AO-16, AO-27, AO-51, and VO-52 on Friday, Sat-
urday, and Sunday.
Tom Clark, K3IO gave a presentation discussing the highlights of
AMSAT's technical achievement and plans at the ARRL TTF Forum. The
AMSAT forum provided updates on Eagle and Intelsat. More information
will be coming in future weeks via ANS and the AMSAT Journal.
AMSAT Engineering representatives were on hand to show off and discuss
project status for the ACP, Eagle, Phase IV, P3E, SuitSat-2, and dig-
ital encoding.
The combined AMSAT/TAPR Banquet was one of the more popular events of
the weekend. Pictures and more stories to follow when they are ready.
The Spring 2008 issue of CQ-VHF magazine, planned to be available at
the Hamvention, featured AMSAT in three articles. Lou W5DID & JoAnne
K9JKM had an article covering SuitSat-2. Bob KF4KSS & JC W3JCT had
an article about AMSAT's new lab, and Keith W5IU wrote a column of
amateur radio in space history and AMSAT's history.

BID: $ANS-138.04
The AO-16 satellite has undergone a few periods of turning off with
subsequent restarts ensuring operation for varying periods of time.
Mark, N8MH, Control Operator turned AO-16 ON in voice mode to suppot
a Scouting Special Events Station. The output power was reduced slight-
ly in an attempt to conserve power in the event that batteries or the
solar cells were having problems.
George, KA3HSW, operating from the Scouting Event wrote, "Many thanks
to Mark for making AO-16 available during the K9BSA Scout-O-Rama
demonstration yesterday, and MANY, MANY thanks for "advertising" that our
station was there on the 1950Z pass... we worked quite a number of
stations, thanks in large part to Mark's announcement on the bird."
In response to observing stations around the world reporting AO-16
was turned off again Mark provided the latest information, "AO-16
continues to exhibit difficulty in keeping the transmitter turned ON.
The last few days I have turned it ON as my schedule permits, only
to see it turn itself OFF after a short time (sometimes minutes,
other times a few hours). So, it hasn't been turned ON much over
the last several days. It is looking less likely to be a power budget
issue, and more likely that there is something going on with the
hardware in the spacecraft; but this is still speculation. Time
will tell. I wish the news was better!"
If you hear AO-16 in voice mode, free to use it. If you hear it
"hummmming" in digital mode, please do not transmit to the satellite.

The April 28, 2008 launch of 10 satellites aboard the Indian Space
Research Organization's (ISRO) Polar Satellite Launch Vehicle-9
(PSLV-9) rocket included 7 amateur radio cubesat, and 3 commercial/
scientific satellites. Watch for late breaking operational messages
via the amsat-bb and detailed information on each of the satellite's
respective web pages.
The payload included:
Cute-1.7 Tokyo Institute of Technology, Japan
SEEDS Nihon University, Japan
Delfi-C3 Technical University of Delft, Netherlands
AAUSat-II Aalborg University Cubesat, Denmark
COMPASS-1 Fachhochschule Aachen, Germany
CanX-2 University of Toronto, Canada
CanX-6 University of Toronto, Canada
Cartosat 2A Indian Space Research Organization (non-amateur radio)
IMS 1 Indian Space Research Organization (non-amateur radio)
Rubin 8-AIS OHB-System, Germany (non-amateur radio)
An excellent source of information for each of these satellites can
be found at: http://space.skyrocket.de/index_frame.htm (scroll down
to the April 28 data). Also see Ralph W0RPK Cubesat Webpage at:
http://showcase.netins.net/web/wallio/CubeSat.htm.
Wouter, PE4WJ provided the following status of Delfi-C3:
+ Telemetry indicates that all solar panels and antennas have deployed
properly and indicates nominal values for all housekeeping values.
+ Payload data has started to stream in, enabling the team to generate
IV curves of the Thin Film Solar Cell experiment. (RASCAL users can
view the IV curves by clicking Options-->show IV curves.)
+ The spacecraft is operating in science mode, we have had one orbit in
emergency mode, which was most probably due to a databus issue.
+ Amateur radio operators have sent over 40000 frames of data using
RASCAL, the Delfi-C3 telemetry capture software.
+ The spacecraft has decided to consistently use the backup radio on
145.930 MHz for its telemetry downlink. The primary radio on
145.870 MHz may be switched on by the groundstation so monitor both
frequencies.
+ We have successfully switched the spacecraft to its primary radio on
145.870MHz temporarily, after this switch, the satellite came back on
the 145.930MHz downlink. Telemetry indicated that the primary radio on
145.870MHz is healthy and working fine so that is good news. Note that
the satellite will normally transmit on 145.930MHz for the time being,
unless we command her to go to 145.870MHz.
+ The team is working on the issue with the downlink TX switching off
later into the sunlit side of the orbit, which is the reason why
Delfi-C3 has not been heard on some passes. It may switch off when
the computer does not receive data but the transmitter itself is OK.
Hiroki Ashida at the Tokyo Institute of Technology reported on the
status of their Cute-1.7 + APD II satellite. The team is monitoring
an anomaly where the telemetry received via FM packet shows very low
battery voltage while the CW telemetry reports a nominal reading. If
this low voltage condition exists the satellite may be in danger.
Further testing in the lab has duplicated this anomaly and the team
has confirmed that the batteries are in good shape at this time.
The Cute-1.7 team requests telemetry information from radio amateurs
around the world. The satellite transmits its beacon at 437.275 MHz
using CW Morse Code. The telemetry data in the beacon includes the
battery voltage. Details are explained on their web-page:
http://lss.mes.titech.ac.jp/ssp/cute1.7/cwtelemetry_e.html.
The packet telemetry is only enabled when the satellite is over
Japan.
Masahiko Yamazaki,JQ1YGV at Nihon University reported that the
SEEDS satellite is currently overcharging so the team has enabled
the FM mode to transmit the DigiTalker and SSTV pictures on
437.485 MHz. See: http://cubesat.aero.cst.nihon-u.ac.jp/index.html
The CanX team reported their spacecraft were doing well, "So
far healthy telemetry from both. At some point CanX-2 was
generating some 1.8 A and CanX-6 was at 1.4 A. Good temperature
on both. CanX-2 propulsion system is holding pressure. We are
continuing with commissioning. Both satellites are currently
transmitting on the Space Research 2.2 GHz downlink. The UHF
transmitter on CanX-2 would only be active over the ground station
in Toronto, Canada.
Signal reports of the cubesats have been received from around
the world. Here is a brief example captured from the amsat-bb ...
Just heard great signals of Delfic3 on 145.930. - Rob PE1ITR
Received good signals from DelfiC3 tonight in IO91TK 15km west of
London. Nice to hear another satellite on 2m. Just love that low path
loss! Well done Delft University of Technology. - David G0MRF
Very strong signal from Delfi telemetry transmitter. Good work and
congratulations to the Delfi team! - Jean-Pierre VE2AHD
Delfi-C3 received in Belgium during the third pass. 194 packets
received, decoded with RASCAL and sent to the command station.
Signals were loud and decodable during 90 % of the pass.
Congratulations to the team. Long life to Delfi-C3. - Claude ON5QI
Just had my one shot for the morning and got an excellent signal,
with AOS and LOS within seconds of predicted. The RASCAL program is
slick, and nicely accessed the servers to upload the data.
- Alan WA4SCA
Both the CUTE1.7 (437.275) and the SEEDS (437.485) CW signals were
monitored in Brno JN85HF. - Mirek OK2AQK
Using the latest kepler sets, automatic doppler correction, TS2000X,
2x8 elements beam with no pre-amp picked up the CUTE-1.7 signal
beautifully all the way from AOS to LOS ... less than one degree
elevation from a 100mW transmitter in space. Fantastic satellite!
- Henk, PA3GUO
I copied SEEDS this evening at 44 degrees el. in Honolulu. 73 to all
and congratulations to the Nihon University Cubesat Team!
- Robert NH7WN
I have updated my web site to include SEEDS SSTV.
See http://www.turlington.supanet.com - Robert G8ATE
Heard SEEDS digi-talker and SSTV on 2008-05-03. - Edward BX1AD
I have just copied Cute-1.7 over here in the UK (Wales - IO81EM)
using a Kenwood THD-7 and just its helical antenna. - Ken GW1FKY
The members of AMSAT-India and the Indian Ham fraternity congratulate
ISRO for the successful 10 pack satellite launch via the PSLV C9 his
morning. We would also congratulate the DELFI team, CUTE team and
the SEEDS team for their amateur radio satellites which are now placed

AO-16 Down and Recovered
AMSAT News Service Bulletin 124.02

To All RADIO AMATEURS
BID: $ANS-124.02
The AO-16 Command Team investigated reports this week that the
satellite had gone silent. The team is aware of the anomaly and
there is no cause for alarm. Control Operator, Mark, N8MH said,
"Over the last month AO-16 has gone from full illumination (0
minutes of eclipse) to over 250 minutes of eclipse. Since the
bird has no fancy housekeeping code running, a reasonable explan-
ation is that the battery voltage dropped low enough to put the
bird into a protected (and silent) mode."
Mark was able to command AO-16 ON during a pass over the USA. The
satellite resumed operating in its 1200 BPSK digital MBL telemetry
mode on the 437.026 MHz transmitter. After further testing, Mark
reported, "A quick look at the telemetry suggests that AO-16 is
doing fine. The current transmitter output power is about 1.5 Watts.
AO-16 is again configured for voice mode and is open for normal
operation."
AO-16 has occasionally turned off on subsequent long eclipse periods.
Mark explained, "At about 2043 utc on 2 May 2008 I commanded AO-16 back
ON again. Apparently the increasing eclipse periods require another
reduction in the transmitter output power. AO-16 is now back and
operational in voice repeater mode, with a slightly reduced output.
It is reporting around 1.2 watts output, so it was still quite loud."
The increasing eclipse periods are too long to sustain operations at
the previous transmitter output setting. The sustainable power budget
is being managed empirically by Mark, with "best guess" settings using
the satellite's telemetry for feedback on its performance.
When AO-16 is silent the batteries continue to charge with minimal
current being drawn to sustain the vital functions of the satellite
(CPU). Thus, it is in a safe resting state at the moment, and the
batteries continue to charge when in sunlight. Thanks to a brilliance
in design, construction, and coding, the bird is hardy and excellent
at self-preservation.
AO-16 Uplink: 145.920 MHz FM
AO-16 Downlink: 437.0260 MHz DSB (LSB and USB).
After recovery of AO-16 on May 3, the current plans are to leave the
satellite in the digital MBL mode for a few days so as to collect
telemetry for review. You can hear the satellite "humming" in its
1200 BPSK mode.
Interested listeners of AO-16 can help by copying any telemetry
captured via the Warbler sound card demodulator. This software is
from the same folks that brought you the RASCAL software for Delfi-C3.
A file called "warbler.kss" is produced when packets are decoded.
These "warbler.kss" files can be sent to N8MH for analysis. Please
include your QTH (gridsquare) and the time the telemetry was captured.
Telemetry from AO-16 in the MBL mode is random and infrequent. It's
possible to hear no telemetry during an entire pass. Please do not
transmit to AO-16 until further notice.
Users of AO-16 are encouraged to report any aberrant operations by
either posting to the AMSAT-BB or by emailing the command team at
n8mh AT amsat.org "Aberrant operations" might include the following:
complete loss of signal from the spacecraft or significant change
in the transmitter frequency.
