AMSAT President Rick Hambly, W2GPS notified the AMSAT Board of
Directors on Thursday, September 11 that he is not a candidate for
President of AMSAT for the upcoming year. "After careful consideration, I have
decided that I am not able to continue as AMSAT President beyond the next Board
meeting and so I will not offer my name for consideration, and if nominated by
others I will not accept the nomination for
President. While I will be focusing
most of my efforts on business activities, I will do my best to make the
transition seamless", stated Rick in an e-mail to the current members of the
AMSAT Board of Directors. Rick has served as President of AMSAT since October
2004.
The current Board of Directors election concludes on Monday, September
15, when results of the balloting will be announced. Members of the
new Board will then begin a formal search process to recruit and
select a new President. This process is expected to take several
weeks with the goal of having a new President identified prior to the
AMSAT Board of Directors meeting on October 23, prior to the AMSAT
Symposium in Atlanta. The search process starts immediately with an
invitation to current AMSAT members (including BOD members, Senior
Advisors, Officers, and the AMSAT general membership) to suggest
current AMSAT members that they would recommend for consideration.
Recommendations are requested by 1900 EDT Tuesday evening, September
16 to the AMSAT Corporate Secretary (Barry Baines, WD4ASW; e-mail:
wd4asw(a)amsat.org). Names that are submitted will be initially reviewed by the
BOD and those candidates that the Board would like to follow up with will be
contacted concerning the interview/selection process.
Rick Hambly, W2GPS will continue to fulfill his duties as President
until the Board meeting in October. His current term on the Board of
Directors expires in September 2009.

Mike, DK3WN said this week that a worldwide amateur radio effort
saved the COMPASS cubesat. Mike reports receiving reports of
good COMPASS beacons from Japan. The COMPASS cubesat has not reset
over several eclipse periods and remains operational.
The problem that depleted the batteries aboard COMPASS had its
heater remain on constantly. Amateur radio stations around the
world successfully transmitted the command to turn off the heater
and allowed the batteries to recover.
After the heater was turned off Mike wrote, "The only thing we can
do is WAIT. Wait for longer sun periods and voltages over 3.47 Volts.
That's the standard threshold value in emergency mode to switch into
powersafe mode. Only in this mode we can change the threshold values.
As of September 8, COMPASS was back in its powersafe mode of oper-
ation.
As of September 10 COMPASS was back in NORMAL mode. Mike had gained
control of the satellite and could successfully command the satellite.
Mike summarized, "Thanks to all - this is truly a worldwide ham radio
effort - thanks so much for your help. Also, PLEASE do NOT send any
commands to COMPASS until further notice. If you send any commands
you overwrite the current settings and COMPASS may fall back into
emergency mode. We almost lost a cubesat, but we've definitely gained
some new friends. Thank you all for your efforts!"
Meanwhile please listen to the beacon and keep your fingers crossed
that COMPASS will remain in its normal mode.

A college Satellite night will be held Thursday, September 18, 2008 (local
time). This event is a great opportunity for hams that are satellite active
to interact with college students and elmer a new generation! Do you know a
college student who would find amateur satellites interesting and
intellectually challenging? Have them as a guest at your station and
introduce them to amateur radio in a way they will never forget.
Look for college stations and students on all the birds that evening and
please give them preference for operation. With the new school year just
starting, new student guests and thus potential young hams will be present
in college shacks around the country. They look forward to meeting you
through the exciting venue of Orbiting Satellites carrying Amateur Radio!
73, Hope to see you on the birds!

AO-51 experienced a software crash on August 28 and command stations
have been working to reload the spacecraft software. AMSAT-NA VP Oper-
ations, Drew KO4MA, provided progress reports during the reloading pro-
cedures. On September 2 Drew reported, "AO-51 will be unavailable for
a few days beginning Tuesday morning EDT. The command team needs to
reload part of the spacecraft operating software."
Gould, WA4SXM reported from the AO-51 Command Station that, "The soft-
ware crashed during the start procedure of the PL tone task late in the
evening of September 3. The command team has reloaded the software and
setup the repeater and the BB. Both the AO-51 repeater and the BB are
active again as of September 5."

BID: $ANS-251.03
AMSAT-NA VP Operations, Drew KO4MA reported this week, "It looks
like the temperature has come up enough on AO-16 so that the watchdog
problem has gone away. On September 1, I turned the satellite on
collected some telemetry, and then commanded it into bent pipe mode
which is VHF-FM up and DSB-UHF down."
The command team will monitor http://oscar.dcarr.org/ and amsat-bb.
If the satellite goes quiet they will endeavor to restart it as soon
as possible. Occasional interruptions to gather telemetry are likely.
Just as a reminder, AO-16 now operates as a cross mode, cross band
voice repeater, with an uplink on 145.920 FM. The downlink is reduced
carrier AM, similar to double sideband, on 437.026. Most stations
find receiving the downlink on USB works best.
Work is continuing to predict how long this latest period of operation
may last, but initial estimates are around 2-3 months total, symmetric
around a period of continuous illumination in October. There may not
be another opportunity after this one, as the satellite will generally
head towards longer eclipses (and lower temperatures) for several years.

1. Upcoming School Contact
An ARISS contact has been scheduled with Prairielands Council, Boy
Scouts of America at Chanute Air Force Base in Rantoul, IL on Satur-
day, September 13 at 15:54 UTC. The contact will be facilitated by
telebridge station WH6PN in Hawaii. During the event, Scouts will
earn the Space Exploration Merit Badge, which includes the Mars
Mission Design and the Moon Base Model construction. NASA DLN will
assist with teaching these two topics. Scouts will design and launch
water rockets and explore robotic technology. Segway of Chicago will
assist in Robotics education. Participants will also complete many
of the Radio Merit Badge requirements. The local rocket club will
provide rocket launches throughout the event, two during the outdoor
viewing of the movie "October Sky." The event will conclude with a
hot air balloon launch. Boy Scouts (ages 11-17), Cub Scouts (ages 6-10),
and adult volunteers have been invited to the event. The Space Jam-
boree has attracted the attention of regional media outlets. Four
television stations, radio stations, and local newspapers are planning
features on the Space Jamboree.
2. Swiss Contact Successful
On Saturday, August 30, youth attending Schulehaus Feld 1 in Richterswil,
Switzerland participated in a successful ARISS contact via telebridge
station VK4KHZ in Australia. To prepare for the event, children produced
drawings, plays, research papers and multimedia products which were dis-
played the day of the contact. More than 500 students, parents, teachers
and visitors gathered in the sports hall to watch as 21 students posed
questions to Greg Chamitoff, KD5PKZ, aboard the ISS. Additionally, an
audio link was set up outside the sports hall for other visitors to listen
in. Two television stations (SF DRS Aktuell Schweizer Fernsehen, Regional
Fernsehen Tele Zürich), one radio station (Radio Zürichsee) and three
newspapers (Zürichsee Zeitung, Neue Zürcher Zeitung NZZ, Tages-Anzeiger)
covered the event. The audio was fed into the EchoLink AMSAT server, which
received 12 connections, and also into Internet Radio Linking Project
(IRLP) Reflector 9010.
3. ARISS Presentation Given at CLC Conference
The Challenger Learning Center (CLC) Lead Flight Directors Conference was
held in Wellington, Kansas on August 24 - 28. An ARISS presentation was
given during the conference on August 27, covering the ARISS program and
the school application process.

1) Transmit on 145.850 MHz with a tone of 74.4 Hz to arm the 10 minute
timer
on board the spacecraft.
2) Now transmit on 145.850 MHz (FM Voice) using 67.0 Hz to PT the
repeater on
and off within the 10 Minute window.
3) Sending the 74.4 tone again within the 10 minute window will reset

FOR IMMEDIATE RELEASE: August 25, 2008
Popular Communications Senior Editor Tom Kneitel, W4XAA (ex-K2AES), SK
(Hicksville, NY August 25, 2008) -- Radio monitoring icon Tom Kneitel,
W4XAA (ex-K2AES), passed away in Florida on August 22 at age 75. He had
been in poor health for the past several years. Tom was Senior Editor
and founding Editor of Popular Communications magazine, a CQ
publication. The grandson of animation pioneer Max Fleischer and son of
animator Seymour Kneitel, "Tommy" preferred the print media, writing for
Popular Electronics and Electronics Illustrated in the 1950s and '60s.
He started the Popular Electronics registered shortwave monitor program,
which issued unofficial "WPE" callsigns to active SWLs.
His association with CQ began when he became the founding editor of S9,
a CB magazine started by then-CQ publisher Cowan Publishing, Inc. When
S9 ceased publication, Kneitel and current CQ Publisher Dick Ross,
K2MGA, launched Popular Communications in 1982. Tommy was Editor of
Pop'Comm until 1995, when he gave up day-to-day responsibilities for the
magazine and became Senior Editor. He served as an advisor and resource
to his successors until recently before his passing. He was also the
author of a multitude of books on CB, scanning and other radio-related
topics.
"It goes without saying that Pop’Comm wouldn’t exist had it not been for
the vision and hard work of Tommy Kneitel," says current Popular
Communications Editor Edith Lennon, N2ZRW. "In the 13 years he headed
this magazine, with great zeal, foresight, and his inimitable humor, he
helped shape this hobby of ours and quite possibly an entire industry."
Lennon added, "Personally, I feel very fortunate to have had the
opportunity to work with him over the years, to have experienced the
pure delight of his story-telling abilities, and to have picked up even
just a little bit of his vast wealth of knowledge."
"Tommy was a great friend from the early 1960s on," noted CQ Publisher
Dick Ross, K2MGA. "He was also the most creative and inventive person
I've ever known."
Tommy is survived by his wife of 54 years, Judy, two sons, five
daughters and ten grandchildren. Memorial services will be private.

Schulehaus Feld 1 in Richterswil, Switzerland has been scheduled for an
Amateur Radio on the International Space Station (ARISS) contact on
Saturday, August 30 at 13:53 UTC. Telebridge station VK4KHZ in
Queensland, Australia will assist with the contact. To prepare for the
contact, fifth graders covered the solar system and space in their
studies and composed questions during their English classes. The ARISS
contact will be part of a large public event covering several aspects of
communication. The school will be part of a project involving radio
clubs, the army, the fire brigade, rescue teams and many others.
Reporters from newspapers, television and radio stations will be on site.
Challenger Learning Center of Lucas County in Oregon, Ohio will
participate in an Amateur Radio on the International Space Station
(ARISS) contact. This activity is planned for Monday, September 1 at
15:22 UTC. The Center is sponsored by the Lucas County Educational
Service Center and is one of over 50 Challenger Learning Centers (CLC)
across the U.S., U.K., and Canada as a living memorial to the Challenger
Crew. It is housed in a small school building that supports the CLC
program, 6 Head Start classes, 2 classes from the Oregon City Schools,
and a Regional School Improvement Team office. Schools from across
northwest Ohio and southeast Michigan participate in onsite missions.
The Center reaches over 3,000 students and 100 teachers each year. A
science lab onsite also doubles as a distance learning lab. This lab is
also used for summer camp programs.

Another topic if interest is using amateur satellite tracking
systems to monitor deep space network objects.
In particular, papers on the following topics are solicited:
o Students & Education
o ARISS
o AO-51
o P3E
o Eagle
o Deep Space Network monitoring
o Any additional satellite-related topics.

Gould, WA4SXM also said this week, "Just as a reminder to all, the
AMSAT Board meetings at the Symposium are an open meeting, other
than a short segment that is a performance review. You can attend
and listen to the entire meeting. This year's meeting in Atlanta
will begin Thursday morning 23 Oct and go into the evening (and
sometimes after dinner), then resume Friday morning 24 Oct and go
until around noon. The Board would welcome your interest."

Since Sunday, the COMPASS-1 CubeSat has been in emergency mode. The
battery voltage is very low and the satellite is rebooting every
pass. The CW beacon is on in sunlight - but it only transmits on
8 minute intervals.
A hard-reset of the satellite has occurred, which brought the satel-
lite back into a vicious circle: Once the heater is being switched on,
the battery power drops drastically, which causes another hard-reset.
This goes on and on. The only chance to recover the satellite is to
avoid the activation of the heater. This can be done by adjusting
threshold values.
The COMPASS team needs as much telemetry as possible. Amateur radio
stations around the world are asked to listen to the COMPASS down-
link on 437.275 MHz. Any reports will be appreciated. You can find
a simple CW telemetry decoder at: http://www.dk3wn.info/software.shtml.
MP3 or WAV files would also provide useful information.
Please send your reports to compass1cubesat(a)googlemail.com.

AMSAT Headquarters received the news below. Martha said, "It is
with great sadness that I report the death of Howard Ziserman, WA3GOV
at the age of 55."
For many years, Howard served as the Area Coordinator for MD & VA.
He volunteered for EVERY hamfest in this area, sometimes traveling
over 100 miles away.
He had a love for the Space Program working at the NASA Bioprocessing
and Pharmaceutical Research Center in Philadelphia in the early 80's.
When he moved to MD in 1989,he combined his love of education and
space working on Space Shuttle Mission STS-94 and later on the ARISS
program.
Howard had a B.A. from Cornell, a B.E. in EE from Johns Hopkins, an
M.S. in Chemistry from U of MD. His dream was to get his PhD and so
he left MD in 2001 for Kansas City. There he received his PhD in
December of 2006

1. School Contacts
An ARISS contact was held the with Town of Berkeley Heights, New
Jersey, Summer Playground Camp on Wednesday, August 13. The New
Providence Amateur Radio Club has been involved with this camp for
the last four years. It has provided an introduction to ham radio
on the air by setting up HF and VHF stations and having the campers
communicate with hams around the world. The ARISS contact will be
an extension of this activity.
An ARISS contact has been slated for Thursday, August 21 at 14:55 UTC
with Los Padres Council Troop 105 in Santa Barbara, California. Boy
Scouts, ages 12-17 will work on their Astronomy, Space Exploration and
Radio Merit Badges. Cub Scout units will have materials available to
work on the Astronomy and Science belt loops and Astronomy and Science
academic pins. The University of California, Santa Barbara (UCSB)
Physics Department will make available its astronomy observation deck
for the contact and will provide faculty members to instruct the Scouts.
The Scouts will be presented with information on the ISS and its crew
to prepare them for this activity and the media will be notified.
2. Training Session Contact Scheduled
A simulated ARISS contact has been scheduled for Tuesday, August 12 at
approximately 14:00 UTC between ESA astronaut Andre Kuipers, PI9ISS,
and youth attending the European Space Camp (ESC) in Belgium. This
training session is a terrestrial-based amateur radio contact using
ARISS-equivalent equipment. EchoLink and IRLP coverage is expected.
3. Terrestrial Contacts Successful
Two simulated ARISS contacts were scheduled for Tuesday, August 5
between U.S. deployed soldier dependents visiting the European
Space Center (ESC) in Belgium and astronauts Koichi Wakata, KC5ZTA
and Soichi Noguchi, KD5TVP. The NASA Johnson Space Center was closed
due to tropical storm Eduardo which caused the training sessions to
be cancelled. Astronaut Mike Fincke, KE5AIT, stepped in to speak with
the youth and answered one question from each of the thirty students.
Audio will be posted on the ARISS-Europe Web site when available.
