To switch the transmitter on, you need to send a CTCSS tone of 74.4 Hz.
The order of operation is thus: (allow for Doppler as necessary):
1) Transmit on 145.850 MHz with a tone of 74.4 Hz to arm the 10 minute
timer
on board the spacecraft.
2) Now transmit on 145.850 MHz (FM Voice) using 67.0 Hz to PT the
repeater on
and off within the 10 Minute window.
3) Sending the 74.4 tone again within the 10 minute window will reset
the 10
minute timer.

AO-51 Recovered
AMSAT News Service Bulletin 020.01
>From AMSAT HQ SILVER SPRING, MD.
January 20, 2008
To All RADIO AMATEURS
BID: $ANS-020.01
The AO-51 Command Team successfully recovered the satellite this week
after its software crashed. Gould, WA4SXM along with Kevin, WA6FWF
uploaded and re-started the code. AO-51 is operational in normal mode:
V/U analog 145.920/435.300 on TXB & command station digital on TXA.
Heating is the Command Team's main concern during this no eclipse
period. Two different strageties have been studied to prevent over-
heating from too much solar exposure. The first alternative includes
turning the transmitter off to not generate additional heat. The
second alternative involves turning the transmitter to as high as
power setting as possible to use the sunlight that is converted to
electricity which is then radiated out the antenna.
The Command Team decided that the best approach was to use as much
energy as possible. When the satellite software crashed Sunday all
transmitters stopped operation. They found Battery 1 had a temperature
of 41-42 C, which is too hot. Keeping high TX power (2.28W) on TXA for
one orbit as soon as command was recovered resulted in the temperature
of battery 1 reducing down to 36C.
Gould summarized, "Everything is looking well so far and we are getting
consistent data, with the FM repeater transmitter power setting of at
1.12 W". The telemetry link is operating L/U BB mode at 500 mW.
Joe, K3SZH says he was able to contact David, G1OCN via AO-51. It was
a short contact since the satellite was only 1 degree above Joe's
horizon.
[ANS thanks Gould, WA4SXM and the AO-51 Command Team for the above
information]

AMSAT News Service Bulletin 020.03

BID: $ANS-020.03
Peter Gülzow, DB2OS, wrote from Marburg, Germany reporting that the
AMSAT-DL C-Band receiver for P3E is completed and currently under
testing. The receiver was developed by Volker Winterscheid, DF7IT.
The 5.6 GHz receiver is housed in a 74x74x30 mm module Which contains
a pre-amp, mixer to 10.7 MHz IF, passband filters, and AGC system.
Except for the setting of the AGC time constant, all electrical work
is completed on the module. Testing is also being done for selectivity

Opportunity to Help With AMSAT's EaglePedia
AMSAT News Service Bulletin 020.05
>From AMSAT HQ SILVER SPRING, MD.
January 20, 2008
To All RADIO AMATEURS
BID: $ANS-020.05
AMSAT is looking for two to three motivated individuals interested
in helping with AMSAT's EaglePedia. EaglePedia is a Wiki and is the
central repository for all information on AMSAT's upcoming Eagle
spacecraft and possible future missions. AMSAT engineers and the
general public will be accessing EaglePedia.
Volunteers will be responsible for re-organizing the current Wiki
layout, adding new content, and supporting the AMSAT Engineers as they
design, build and organize the project's documentation. Ideal
candidates will have technical writing, web development, HTML and Wiki
experience, possibly with technical backgrounds (hopefully you all
have this already!). Knowledge of WikiMedia, MySQL, UNIX and
spacecraft engineering and project management is a plus (but not
required).
This is a fantastic oppurtunity to support one of AMSAT's most
ambitious projects!
Please contact Dave, N0TGD (hartzell -at- gmail.com) directly for
more information or to communicate your interest in helping AMSAT-NA!
Please put "EaglePedia" somewhere in the subject line.

AO-51 Report
AMSAT News Service Bulletin 013.01
From AMSAT HQ SILVER SPRING, MD.
January 13, 2008
To All RADIO AMATEURS
BID: $ANS-013.01
Correction to the previously sent news item.
AO-51 update
The period of no eclipse for AO-51 is about a week old. The no
eclipse period has proven to exhibit many short periods when the
bad sun angle has caused the solar cells not to supply sufficient
power, this has been supplemented by the batteries. We have
increased the power output significantly over the last week, TXA
(L/U digital BB) is now running 630 mW and TXB (analog V/U repeater)
is running 820 mW. We plan on experimenting with the S-Band trans-
mitter and a U-Band transmitter during the next couple of weeks.
We do not have a published schedule as we are adapting the outputs
to optimize the satellite operation and decrease the temperatures.
Updated Note:1/13/2007--
AO-51 stopped transmitting and is going to be re-booted ASAP. Keep an
"ear" on it.
[ANS thanks Gould, WA4SXM and the AO-51 Command team for
the above information]

Asian Broadcasting Union. Using mutual coordination, delegates will
try to resolve many of the potential interference problems that are
likely to affect shortwave transmissions in the 2008 joint global
broadcasting schedule.
At present, a single global seasonal database of seasonal frequency
requirements, compiled by the High Frequency Coordination Conference
secretariat, assists in the coordination process. A new database of
frequency requirements for the shortwave radio broadcasting season from
March 30th to October 26th will be on the agenda of the conference.
Hams will want to keep an eye on the outcome of this gathering because
whatever is decided could impact on Amateur Radio operations in spectrum
that shared with international shortwave. (Southgate)

AMSAT Engineering Team Meets
AMSAT News Service Bulletin 013.03
From AMSAT HQ SILVER SPRING, MD.
January 13, 2008
To All RADIO AMATEURS
BID: $ANS-013.03
With the holiday season behind and everyone settling back into winter
in the northern hemisphere, the AMSAT Engineering Team kicked off the
new year with the first meeting of 2008 on Tuesday, January 8.
Thirty-two radio amateurs met via a VoIP teleconference call to get
down to work on AMSAT's main missions which include the Eagle Satellite,
the geosynchronous Phase IV Lite rideshare opportunity with Intelsat,
and educational support for university projects.
Engineering project manager Barry Baines, WD4ASW moderated the meeting
along with AMSAT's Vice President of Engineering, Bob McGwier, N4HY.
AMSAT's volunteer engineers provided status and planning information
for the projects listed below. Barry, Bob and engineering team members
will provide members with detailed project information in future
columns of the AMSAT Journal.
Rick Hambly, W2GPS, AMSAT President, reported that negotiations are
continuing with Intelsat and are now going to focus on size, weight,
and cost of the geosynchronous rideshare arrangement. Rick reminded
everyone that our mission must excite potential grant funding sources
via our unique emergency communication and educational capabilities.
Watch the Journal for future details!
Matt Ettus, N2MJI has taken on the design of the Advanced Communication
Payload. The first steps toward specification of the high speed digital
channels, power requirements, uplink and downlink protocols, and class
of stations supported have begun. Watch the Journal for future details!
Howard Long, G6LVB continues work on the linear transponders based on
Software Defined Radio (SDR) technology. Development and testing are
underway. High altitude balloon, SuitSat2 and SSETI missions are
planning to utilize this transponder technology to provide early
experience prior to P3E and Eagle utilization. Watch the Journal for
future details!
Marc Franco, N2UO has started work on the VHF amplifier driver stage
using the silicon carbide technology enabling the 86% efficiency of
the main PA. Space rated components are under study. The 2 meter
band HELAPS amplifier will be the initial design and possible scaling
upward to the 70cm band is under consideration. Watch the Journal
for future details!
Lou McFadin, W5DID leads the team developing SuitSat-2. The internal
housekeeping unit (IHU) and AMSAT's software defined transponder
technology are the main items under development. Solar cells have been
donated by NASA. A new antenna system on top of the helmet has been
completed. Watch the Journal for future details!
Bob Davis, KF4KSS, AMSAT Lab Manager reported on several good projects
that have arisen out of the cooperative efforts of AMSAT and the HAWK
Institute of Space Sciences at the University of Maryland, Eastern
Shore. Construction of the AMSAT lab in the 8500 square foot facility
continues. The clean room and machine shop will be coming on line to
begin the development of the Eagle satellite space frame. University
students will utilize the facilities to develop and launch a high
altitude balloon project and a university cubesat both carrying
research-related and AMSAT-related payloads. Watch the Journal for
future details!
If you want to help with the AMSAT Engineering Team, send an e-mail to

AMSAT News Service Bulletin 364.01

December 30, 2007
To All RADIO AMATEURS
BID: $ANS-364.01
You are cordially invited to take part in Straight Key Night on
OSCAR 2008, sponsored by AMSAT for all radio amateurs throughout
the world. This year's event will be held in memory of Haruo (Harry)
Yoneda, ex-JA1ANG, a past AMSAT Director and co-founder of JAMSAT.
Harry was also a keen CW operator and a past member of the First
Class CW Operators Club (FOC).
Participating in OSCAR SKN is fun and simple. No scoring and no
need to send in a log. Just operate CW through any OSCAR, using
a straight hand key, at any time between 0000 and 2400 UTC on
January 1, 2008.
In keeping with the friendly nature of this event, all participants
are encouraged to nominate someone they worked for Best Fist. Your
nominee need not have the best fist you heard, just the best of those
you worked. Please send your nomination to W2RS at w2rs(a)amsat.org.
Those nominated will be recognized in an AMSAT News Service bulletin,
and in The AMSAT Journal.

Stefan, VE4NSA has been asked to organize and coordinate an amateur
radio space communications training concept called the "Orbital
Classroom". Stefan said, "Here is an opporturnity for AMSAT members
to voice their needs for education. We are listening and working
on this."
Stefan asks interested AMSAT members to send him your answers to
these questions via e-mail (ve4nsa(a)amsat.org).
1. Would you be interested in attending pre-conference courses and
workshops as part of the annual meeting or at other venues?
2. Would you be willing to pay a registration fee that would cover
course material, instructor cost etc.?
3. Would you be interested in receiving a certificate for ongoing
education as it relates to amateur radio and satellites?
4. What topics would you like to see taught at such courses?
5. Would you be willing in helping to organize and facilitate courses
(you don't have to teach for this one, just help the instructor and
take care of registration, etc)?
6. Would you be willing to teach a course and if yes, on which topics?
Stefan concludes, "That's a start and hopefully it sparks your interest
as a participant, facilitator or instructor. As always, your opinion counts
and even more your help is greatly appreciated."

KiwiSAT Status Update From New Zealand
AMSAT News Service Bulletin 364.03
>From AMSAT HQ SILVER SPRING, MD.
December 30, 2007
To All RADIO AMATEURS
BID: $ANS-364.03
This week Terry, ZL3QL, President AMSAT-ZL, provided AMSAT members
with a summary of the New Zealand KiwiSAT project.
KiwiSAT is a Microsat scheduled for launch into a LEO, will carry FM
and Linear transponders with inputs on 70 cm & 23 cm - outputting on
2 meters. A unique feature will be the on-board Small Satellite Attitude
Control scientific experiment. It will also carry a special environmental
global warming scientific unit.
Over the years AMSAT-ZL has contributed some $10,000 to Phase 3 and
UoSAT programs. Now they are getting on with completing KiwiSAT for
your amateur radio enjoyment. ( See http://www.kiwisat.org )
Terry says, "We want this to be a truly radio amateur satellite and
while we could get some extra sponsorship, which we will do for the
launch, the satellite itself needs to be completed using amateur radio
resources and amateur radio money. So far our investment is some
US$15,000 cash and perhaps US$100,000 in time and effort. We have a
further US$12,000 in the bank reserved towards the cost of the solar
cells which are estimated to cost US$30,000."
The KiwiSAT team spends a lot of time looking for economy without
engineering compromise thus this is a real cost effective satellite.
They have abandoned purchasing ready made modules and opted for self
design and construction. In some areas we have had to use professional
services such as SMD handing which is limited by our standard ham-
shack tools and techniques. However we have made much of the test
equipment ourselves - including the thermal vacuum chamber.
To finish the satellite to flight-ready status, (less solar cells) KiwiSAT
needs to raise about $10,000, which is about what we have given to other
projects. So if you agree that its pay-back time, and you like what they
are doing, perhaps you might like to contribute to this venture into space.
You can contribute large or small, direct or via PayPal, just visit our
informative website at http://www.kiwisat.org, all help is greatly
appreciated. Be assured your contribution will be thankfully received
and faithfully applied.
Terry concludes,"Our grateful thanks to those who have already made a
commitment to supporting this project. What a great time to help and what
a great Yuletide gift to a worthy cause."

RECEPTION REPORTS REQUESTED!
Please send reception reports to xxxxx(a)amsat.org (please replace xxxxx
by g3cwv) or post to amsat-bb. If you are able to record the satellite
as a WAV file, please do so, but let me know what you have, before
sending it!
If you need to hear what the satellite sounds like, please visit my
website www.users.zetnet.co.uk/clivew/ The satellite transmits on
145.826 M Hz. set receiver to NBFM.
---------
During the period 15 November to 19 December 2007 the satellite has
been heard from 18 to 20 November. Signals were variable in strength,
mostly weak.
The real time clock has lost a further 4.29 days since 08 October. When
last heard it was 74.26876 days slow.
I am indebted to Kevin WA6FWF, Peter ZL3TC, Armando N8IGJ and Thomas
HB0SKA for their reports. Many thanks.
Eclipses have continued and are expected until mid January 2008.
Although the maximum duration of the current eclipses is less than those
earlier this year, it is doubtful whether the satellite will be heard
for any sustained period. Even in continuous sunlight during September
and October the satellite was unable to support continuous operation.
It is likely than the satellite will only be heard by chance, by
stations listening for other satellites on 145.826 Mhz.
The current status of the satel lite, is that all the analogue telemetry
channels, 0 to 59 are zero, ie they have failed. The status channels 60
to 67 are still working. The real time clock is showing a large
accumulated error, although over short periods timekeeping is accurate
to a few seconds per month. The day of the month has a bit stuck at
'one' so the day of the month may show an error of +40 days for some
dates. The time display has switched into 12 hour mode. Unfortunately,
there is no AM/PM indicator, since the time display format was designed
for 24 hour mode.
More data is required to determine exactly when the date changes.
The spacecraft computer and active attitude control system have switched
OFF, ie. the satellite' attitude is controlled only by the passive
gravity boom gradient, and the satellite is free to spin at any speed.
When telemetry was last received it showed that one of the solar arrays
had failed, and there was a large unexp lained current drain on the main
14 volt bus. After 23 years in orbit the battery has undergone around
100,000 partial charge/discharge cycles, and observations suggest that
it cannot power the satellite during eclipses, or sometimes during
periods of poor solar attitude.
The watchdog timer now operates on a 20 day cycle. The ON/OFF times have
tended to be very consistent. The average of many observations show this
to be 20.7 days, ie. 10.3 days ON followed by 10.4 days OFF. However,
poor solar attitude may result may result in a low 14 volt line supply,
which may cause the beacon to switch OFF prematurely, and reset the
watchdog timer cycle. When this occurs, the beacon is OFF for 20.7 days.
The Beacon frequencies are -
VHF 145.826 MHz. AFSK FM ASCII Telemetry
UHF 435.025 MHz. OFF
S-band 2401.5 MHz. OFF
Listeners to OSCAR-11 may be interested in visiting my website. If you
need to know what OSC AR-11 should sound like, there is a short audio
clip for you to hear. There is an example of the latest telemetry
received from the satellite. The website contains an archive of news &
telemetry data. It also contains details about using a soundcard or
hardware demodulators for data capture. There is software for capturing
data, and decoding ASCII telemetry. The URL is

President's Report From the 2007 AMSAT-NA Annual Meeting
2007 Symposium, Pittsburgh, Pennsylvania
Over the past year AMSAT has developed a well-defined mission and
vision for an exciting future of amateur radio in space. In fact,
some of the items we have discussed here at the Symposium may perhaps
become known as the weekend that changed amateur radio.
In response to input from the members, AMSAT's Board of Directors
and Officers have undertaken a clearly defined Mission and Vision
of our current and on-going work:
AMSAT's Mission Statement
+ AMSAT designs, builds and operates experimental satellites and
promotes space education as a non-profit, volunteer organization.
+ AMSAT develops and fosters partnerships with government, industry,
educational institutions and fellow amateur radio societies.
+ AMSAT leads the way on technical and scientific innovation.
+ AMSAT develops and fosters an environment encouraging the
training and development of designers and operators.
AMSAT's Vision Statement
+ AMSAT will deploy high earth orbit (HEO) satellites, initially
with daily coverage, evolving to continuous coverage.
+ AMSAT will participate in human space missions.
+ AMSAT will support a stream of LEO satellites which are developed
in cooperation with the educational community and other amateur
satellite groups.
The New Reality
Going forward, we are realizing a new reality of the future of Amateur
Radio in space. There is a distinct shift away from the aegis of
government/military sponsored spaceflight to a field that will be
more and more driven by commercial consideration. This development
signifies that space missions will become driven by a business-case
model. While our new missions will provide great new services to the
Amateur Radio community, we cannot afford to pay millions for them.
The reality is that no one will pay for more "toys" for us to play
with. To gain the funding necessary our missions must excite the
funding sources. AMSAT will be required to fit into the business-case
models of just about every launch opportunity we wish to pursue in
the future.
Your Board of Directors and Officers have identified two key areas which
capture the attention and imagination of potential funding sources:
+ Education - The Phase IV geosynchronous satellite will enable
TDRS-like support of ARISS. Ten minute school contacts will grow
to hours-long contact with the Space Station. We are working on
an expanded curriculum with the ARISS and NASA teams. We are
planning the establishment of the AMSAT Institute which will
train educators to bring space into the classroom using AMSAT's
Phase IV facilities in conjunction with ARISS.
+ Emergency Communications - The Advanced Communications Payload
is being co-developed as spaceflight and ground station gear
available for rapid deployment or pre-positioning into disaster
areas to provide 365/24/7 communication capability. This proposal
is gaining some attention within the Homeland Security organization.
AMSAT's Current Development Plans
Consistent with our Vision Statement we are continuing development of
Phase III satellites. Budget and staffing for the Eagle satellite will
continue for 2007-2008.
AMSAT-NA is contributing staff and money toward completing AMSAT-DL's
Phase 3 Express Satellite in 2008. AMSAT-NA teamed with AMSAT-UK to
donate 25,000 Euros to AMSAT-DL for the completion of P3E.
Phase IV is not a replacement program at the expense of Phase III. The
same transponder gear already in development for Eagle and P3E remains
applicable to Phase IV. The new commercial launch reality mentioned
previously indicates we may actually be able to be launched earlier
to a high orbit if we fit into the Intelsat ride sharing model. We
need to be ready for this event.
Phase IV will enable AMSAT to concentrate more fully on the development
of space communications. The Intelsat platform will provide hundreds
of watts of power for 15 years eliminating the need for AMSAT to provide
solar cells, it will perform the station keeping and earth pointing
tasks, internal housekeeping will be simplified.
Once we have shown funding sources what AMSAT is capable of additional
launch opportunities will arise. Intelsat can drop off sub-payloads
into LEO, GTO, or GEO orbits on their way to their primary mission.
There are more doors open to the future if we realize and pursue the
new reality.
I invite you join AMSAT's exciting future. As we recognize and work
within the new reality of commercial spaceflight we will provide
exciting new services for amateur radio, emergency preparedness, and
education. The side effect of developing "services" will be that we
still gain what everyone is asking - high orbit transponders for us
to use and enjoy. AMSAT is to satellites what the Wright brothers
were to flight. We are "Amateur" only in the sense that we are not
paid in much the same sense that Olympic athletes are "Amateurs."

President, AMSAT-NA
