Per AMSAT News Service Bulletin 360, a group is trying to help the STARS-C
team collect signal reports from the recently launched (from the ISS)
STARS-C. (Launch date 12-19/2016)

The following satellite has been added to AMSAT Keplerian TLE distribution:
NORAD CAT ID 41909 - BY70-1
Below is the TLE for NORAD CAT ID 41909. This is the correct set of
Keplerian Elements for BY70-1 per Nico Janssen, PA0DLO (Thanks Nico!).
BY70-1 and its other associated launch objects did not reach their desired
orbits and will burn up soon. I decided to send out this data set early to
allow us to work it before it does burn up.
