Lucky timing allowed me to put out two grids - DK05 and DK06 - during today's midday AO-91 pass. Later on, I was on from CK96 on XW-2C/D/F and RS-44/CW, and then from CK86 on XW-2A and a later RS-44/CW pass. Both RS-44 passes were tough for me to hear my own downlink, and I'm surprised that so many QSOs were made. If I'd been using SSB, the QSOs on RS-44 wouldn't have been possible, but CW got the job done.
We have another time change tonight - we'll be GMT -8 as of Monday - so I doubt I'll be on AO-91's midday pass. If I am, I'll probably be in CK66 at that time. I should be on XW-2F at 27/0108Z, hopefully still in CK67 before crossing out of that grid a few minutes after the pass. I'll be looking to be on from CK57 on two passes each of CAS-4A/B and RS-44/CW plus one XW-2A pass between 27/0155Z and 0450Z. 73/Jim, ND9M

ARISS Contact Applications (United States)
New Proposal Window is February 15th, 2021 to March 31st, 2021
The Amateur Radio on the International Space Station (ARISS) Program is seeking formal and informal education institutions and organizations, individually or working together, to host an Amateur Radio contact with a crew member on board the ISS. ARISS anticipates that the contact would be held between January 1, 2022 and June 30, 2022. Crew scheduling and ISS orbits will determine the exact contact dates. To maximize these radio contact opportunities, ARISS is looking for organizations that will draw large numbers of participants and integrate the contact into a well-developed education plan.
The deadline to submit a proposal is March 31st, 2021. Proposal information and more details such as expectations, proposal guidelines and the proposal form can be found at www.ariss.org. The Opportunity
Crew members aboard the International Space Station will participate in scheduled Amateur Radio contacts. These radio contacts are approximately 10 minutes in length and allow students to interact with the astronauts through a question-and-answer session.
An ARISS contact is a voice-only communication opportunity via Amateur Radio between astronauts and cosmonauts aboard the space station and classrooms and communities. ARISS contacts afford education audiences the opportunity to learn firsthand from astronauts what it is like to live and work in space and to learn about space research conducted on the ISS. Students also will have an opportunity to learn about satellite communication, wireless technology, and radio science. Because of the nature of human spaceflight and the complexity of scheduling activities aboard the ISS, organizations must demonstrate flexibility to accommodate changes in dates and times of the radio contact.
Amateur Radio organizations around the world with the support of NASA and space agencies in Russia, Canada, Japan and Europe present educational organizations with this opportunity. The ham radio organizations’ volunteer efforts provide the equipment and operational support to enable communication between crew on the ISS and students around the world using Amateur Radio.

The proposed modifications to the bylaws of AMSAT include a provision for
the secretary and the board members to deny membership renewal to any
member or member society. This is included in Article 1, Section 2. The new
rule is:
Section 2. Applications for membership or renewal as Member or Member
Society shall be submitted to and in the manner prescribed by the
Secretary. *In the case of any applicant whose character, reputation, or
conduct might make him or her an undesirable member, the Secretary shall
refer the application to the Board of Directors (the "Board") for review;
in all other cases, the Secretary shall have the authority to grant
membership.*
Obviously, this is aimed at the folks who dared to challenge the board (and
win) in a democratic election, and of course me, for daring to campaign for
them. It is a fact that many non-profit boards have never learned about the
fact that there *should* be contentious elections - that's what democracy
is about. They just see them as a threat. So, here's a rather undemocratic
rule which allows them to purge opposition, so that they will not be able
to vote in the next election.
Because the board doesn't want you to interfere with their addition of this
rule, they have required that you register any objection to this, and other
new rules, by writing a letter on paper and mailing it with a stamp.
Objections you post to the BBS are useful for discussion and I encourage
you to do so, but the board will not count them.

I've been running an FT857 as TX and FT817 for my RX with the Elk and a splitter cable from the 817's external audio to feed my headset and a digital recorder. The audio from the 817 failed in between passes yesterday, so I've had to swap the two rigs; the 817 is now the TX. Its lower power output did fine getting me into the satellites (even AO-91!), but I lost a noticeable amount on the front and back end of each pass, especially RS-44 which has always been a problem for me anyway. But I'm still on the air which is the main thing. I had just repaired the hand PTT switch in the headset yesterday, so the score was one win and one loss on the day!
Today's grids were DK34 on the midday AO-91 pass which I wasn't expecting to make. I got on from DK25 on the late afternoon and early evening passes, and we crossed into DK15 in time for one XW-2A pass.
Tomorrow at midday, we'll be hitting another quad grid point about the time of the AO-91 pass that'll start here around 1850Z when we'll be in one of these four: DK05, DK06, CK95, or CK96. Of course, we could cross into a second grid during the pass. The ship's GPS output is recorded minute by minute, plus I have my own handheld Garmin GPS, so I'll keep a close watch on our location for that pass in particular. Late afternoon and early evening will have me on from CK96. We should cross into CK86 around 26/0200Z; our local time is currently GMT -7, so there should be two or three passes available for that grid. 73/Jim, ND9M

AMSAT Bylaws Amendment
The AMSAT Board of Directors approved an amendment to our Bylaws on March 2, 2021. As required by our Bylaws, a notice of the amendment was mailed to all members. AMSAT members may also view the documents by logging on to the Member Portal. Along with a copy of the Bylaws Committee Report to our Board of Directors, members will find a "red-line" version of the changes that will allow you to see exactly what has been added and what has been removed.

In accordance with Radio Amateur Satellite Corporation Bylaws, as amended in 1989, Article IV requires AMSAT to provide written notice to all members of the approved amendments to our Bylaws. This approved amendment will be effective thirty days from the mailing of this letter, unless written objection is received from at least ten percent of the Members, in which case a vote shall be conducted by the Secretary in the manner specified for election of Directors.
Written notice was mailed on April 9, 2021. As such, any objection should be sent to AMSAT, PO Box 27, Washington, DC 20044-0027 and must be received by May 9, 2021. I apologize for requiring you to mail in your objections, but this is a requirement of our Bylaws (as amended in 1989) and exactly why we feel it is necessary to bring our Bylaws into the 21st Century.
As part of our modernization efforts, we felt a review and update of our Bylaws was essential to ensure AMSAT's continued success. A summary of those changes is listed below.
* The Bylaws have been amended to allow for electronic communications with our members, voting in our elections, and the conduct of meetings.
* The Bylaws have been amended to clarify the member application process, the grace period for lapses in membership, and the membership inclusion date for establishing election roles.
* The Bylaws have been amended to further define the duties and responsibilities of the Officers.
* The Bylaws have been amended to require three years of continuous membership for nominees for the position of Director and that Directors be required to remain in good standing throughout their elected term.

Changes to AMSAT-NA TLE Distribution for April 22, 2021
Drew Glasbrenner, KO4MA (OSCAR Number Administrator) announced April 18, 2021 in AMSAT News Service Bulletin ANS-108 that SMOG-1 has been designated Magyar-OSCAR 110 or MO-110. Thus, SMOG-1 (NORAD Cat ID 47964) is now shown as MO-110 in this week's TLE distribution.

Smithsonian Magazine Features Amateur Radio Aboard the ISS
The April issue of the Smithsonian magazine ran a feature on how ISS crew members spend their leisure time. The story began with a bit of detail on early space crews’ heavy workloads and needing time off. The writer moved to now, with space crews continuing to be more productive when schedules include relaxing—with making music being quite popular. The story cited the importance of ham radio as an engaging onboard leisure activity, as Doug Wheelock realized during his 2010 ISS mission. Speaking about the myriad of radio signals he heard from Earth’s ham operators, Doug said, “That started a trend for me where I made thousands of contacts across the world. That really became part of my connection back to the planet.” Referring to deep space missions, he said, “I can’t imagine doing a long-duration mission without that connection to the planet. It’s a huge psychological hurdle that we’re going to have to figure out.” The article is at

CubeSat Developers Workshop Virtual Conference April 27–29, 2021
This year's virtual workshop features a mix of pre-recorded and live events. Before Workshop begins on April 27, pre-recorded presentations from the Live Q&A panelists will be released. Registrants will have time before the Live Q&A Panels to watch the pre-recorded presentations. Then, based on the published schedule, registrants can listen and ask questions to the panelists about their presentation in real-time. The Mauritius Research and Innovation Council (MRIC) organized a series of training workshops for secondary school students on the building of a simplified antenna for satellite data reception. The aim was to initiate young Mauritians to Satellite/Space Technology and create awareness of these fields’ numerous possibilities for the Republic of Mauritius. The specific objectives were to provide hands-on training on the building of antenna for satellite data reception, data reception and communication with Low Earth Orbiting (LEO) satellites and ground-station operation using specific software. Professor Sir Martin Sweeting, G3YJO was the guest on the Radio 4 show The Life Scientific that was broadcast on Tuesday, April 20, 2021. Sweeting pioneered the original SmallSats revolutions with the UOSAT-1 and UOSAT-2 spacecraft that carried Amateur Radio payloads and launched in the early 1980’s.
