The order creates a non-federal secondary allocation for these uses in spectrum that is currently reserved exclusively for federal government use. The action also includes a Further Notice of Proposed Rulemaking which seeks comment on possible additional spectrum for private space launch purposes. Among the frequencies specifically mentioned are 420-430 MHz in the 70-centimeter amateur band and 5650-5925 MHz, which is the 5-centimeter ham band. Amateur radio has a secondary allocation in each of these bands, and the NPRM made no mention of the bands' current occupants and/or whether they would be displaced. The 5.6-GHz band is already shared widely with home WiFi networks. [ANS thanks CQ Newsroom for the above information] --------------------------------------------------------------------- ASU student-built spacecraft to interact with the public NASA has selected an Arizona State University-designed spacecraft to fly as an auxiliary payload aboard a rocket launching between 2022 and 2025. It is among 14 small research satellites, called CubeSats, that were chosen for this opportunity through NASAs CubeSat Launch Initiative. The ASU CubeSat, named LightCube, is about the size of a toaster and will be deployed to low-Earth orbit (LEO). Its unique feature is that it can be commanded by anyone with an amateur radio license and a ham radio to set off a xenon flash from the spacecraft that will be visible from the ground. It warns that the new mega-constellations of tens of thousands of communication satellites could pose a new kind of danger that could ultimately threaten other satellites, astronauts, our ability to use space and could even have an impact on the climate. Recently, the uncontrolled fall from space of a large Chinese rocket booster gained worldwide attention as no one could predict where it would come crashing to Earth. Fortunately, it came down in the Indian Ocean and no one was injured. That was just one booster. But the amount of stuff satellites, discarded boosters and other debris in Earth orbit is huge. And this new report warns that with projects like the SpaceX Starlink satellite constellation, the issue of space debris could approach a critical turning point. Right now, Starlink has full approval within the current legal system to go ahead and launch 12,000 satellites, and they want to put up 30,000 more, so there will be 42,000 satellites. With Starlink alone, there will be more satellites in the sky than there are naked eye visible stars. And that's not all. Others have similar plans, including OneWeb, Amazon, Telesat, and GW, which is a Chinese state-owned company. This astounding number of satellites will outnumber the total number of objects orbiting the Earth today and form shells around the planet in low Earth orbit up to about 750 km altitude. The more objects placed in orbit, the greater the chance of collision between them, other working satellites, astronauts working in space, and people on the ground when the objects fall out of orbit. The new satellites launched by SpaceX and other companies are not just thrown up willy-nilly. They're placed in careful orbits meant to minimize risks of collision, and modern satellites are designed to be de-orbited when they die, not just abandoned as space junk. The commercial space companies must have plans to do this in an organized and safe way. This is all good and responsible. The report highlights the possibility and implications of accidents. Random pieces of untracked space debris, or even meteors, could disable these satellites, disrupting their careful orbits and the deorbiting plans. The sheer number of these new satellites increases the risk. He has been a close friend of mine since I became a ham in 1993. That was when I found satellites and AMSAT. Andy had been doing the Houston AMSAT Net and I became involved in the net. We have done over 1400 episodes of the net since then. Andy and I had a great time at many AMSAT Symposiums where we would work satellites from parking lots of restaurants or outside a hotel. During the AMSAT Symposium in 2016, we worked each other from the deck of the cruise ship when we were standing about 3 feet from each other. Andy spent some time in the early 90's on the AMSAT Board of Directors. Many of today's hams would not remember the K2ZRO tests on AO-13. When the satellite was at apogee, Andy would transmit a string of CW characters. He would then reduce his power by 50% and transmit another string of characters. This would be done 8 times to a point where the signals were very weak. Hams around the world would participate and receive a certificate with an endorsement for the level you achieved. Andy got into balloon launches. I do not remember when BLT-1 was launched but BLT-12 was launched in 1993 and they are into the 60's now. The balloons have gone up with all types of experiments on them and have come down in many a strange place. One came down in the Gulf of Mexico, picked up by a fishing boat and they called the number on the package. Of course that one was not reusable as everything was a tad bit wet. The balloon came down in someone's front yard once and they picked it up and took it inside. GPS told the tale and knocking on the door, the homeowner returned the package. A few recent balloon launches have traversed the globe one or two times. Andy had worked at NASA and was a member of the Johnson Space Center ARC as well as the Brazos Valley ARC in Houston, the ARRL and AMSAT. More recently he was the Chief Engineer for the radio station, KTRU, at Rice University in Houston. Andy gave talks and demos at many Houston area hamfests. It was only a few months ago in February that Andy went in for a quick procedure and they found something that should not be. He was sent home for hospice care. Now the voice synthesizer is also listening for APRS-to-Voice messages as well. Here is how to use it 1) Remain on the 145.980 uplink and 145.825 downlink for DTMF 2) Using an APRS radio, send an APRS message to PSAT-SAY 3) Begin the first 10 chars of the message with CCCCCC sez 4) Followed by the text to be spoken. 5) CCCCCC is your callsign right-padded with spaces. The satellite should ACK the packet uplink and then speak the text. You can tell if APRS-to-Voice is enabled if this 1 bit is on: XXXX0010. Usually the DTMF bits are also enabled so the telemetry will usually show as 11010010. To do both DTMF and APRS-to-Voice at the same time, the Basic Stamp processor has to check both the DTMF decoder and the packet decoder and so there is a finite chance that a perfectly good uplink might be missed. Live coverage will begin at 1 a.m. EDT (0500z), with the spacewalk beginning about 1:20 a.m. (0520z) on NASA Television, the agencys website, and the NASA app. Expedition 65 Flight Engineers Oleg Novitskiy and Pyotr Dubrov of Roscosmos will emerge from the Poisk module on the space-facing side of the Zvezda service module for a spacewalk expected to last about six and a half hours. The two cosmonauts will disconnect all external mechanical links between Pirs and the station, reposition spacewalk hardware and antennas, and relocate other gear previously used for spacecraft dockings to Pirs. During the spacewalk, the cosmonauts will prepare Pirs for removal from its port by the uncrewed Progress 77 cargo ship on the Earth-facing side of Zvezda, clearing the way for the arrival of the new Russian Multi-Purpose Laboratory Module named Nauka, which is Russian for science. The undocking of Pirs is scheduled for this summer, about two days after Nauka launches from the Baikonur Cosmodrome in Kazakhstan. The cosmonauts also will replace a fluid flow regulator on the nearby Zarya module and replace biological and material science samples on the exterior of the Russian modules. Novitskiy, who is designated as extravehicular crew member 1 (EV1), will wear a Russian Orlan spacesuit with red stripes. Dubrov will wear a spacesuit with blue stripes as extravehicular crew member 2 (EV2). This will be the first spacewalk for both cosmonauts and the 238th spacewalk overall in support of space station assembly, maintenance, and upgrades. It also marks the sixth spacewalk of 2021. Intense radiation from Jupiter converts ice and dust on the surface of its icy moon Europa into energetic compounds, which may cycle through the ice and ultimately be food for microbes in the ocean below. NASA has been developing a potential Europa Lander mission to look for such chemistry since 2016 (and also previously in 2005 and 2012). This mission concept proposes a 575 kg battery-powered lander with a limited (but still impressive) lifespan of 1-3 months. John was the first recipient of the GridMaster Award, issued for completing QSOs with all 488 of the grid squares within the continental United States (analogous to the Fred Fish Memorial Award issued by the ARRL for completing the same feat on six meters) in May of 2014. John's second award, the 30th issued, was for QSOs completed while operating as K8YSE/7 in Mesa, Arizona. On May 5, 2021, John Langille, VE1CWJ, and Jérôme LeCuyer, F4DXV, claimed the initial distance record on the newly activated satellite JO-97 with a QSO cover 4,889 km between FN85ii in Nova Scotia and JN04it in France. Dana Rushton, VE1CWJ, also in FN85ii, set the new record on XW-2C on May 18, 2021, completing a QSO with F4DXV in JN04jr covering 4,897 km. Finally VE1CWJ and F4DXV also set a new record on LilacSat-2 on May 27, 2021, completing a 4,888 km QSO between FN85jn and JN04jr. Hi operators, Over the weekend I participated in the IOTA contest on Harkers Island (NA-067) with a team under the callsign W4MPS. Using Arrow Antennas

I’ve made phasing lines for two Arrow antennas. I decided to use my RigExpert to first check SWR on the antennas and found some surprising results. At 435 mhz, which is close to where much of the satellite activity is, I’m seeing 3:1, at 437 mhz it’s 2.4:1 and it’s best reading of 1.3:1 is at 440 mhz. I’ve successfully used a single Arrow from my summer QTH for years and it’s measurements are much better than this brand new 2nd Arrow. I’ve tried adjusting the match and that seems to make no real improvement in terms of lowering the resonant frequency on 70cm. There doesn’t seem to be such a problem on the 2 m side. I really need to get both antennas to have a reasonable and similar SWR readings at 436 mhz before introducing the phasing lines and so far I’m having real trouble making that happen. Michael G7VJR has added some exciting new grid mapping features to Clublog which are very nice for Satellite and VHF/UHF operators. It displays nice maps similar to the Gridmaster spreadsheets, but also shows a worldwide map. Please continue to use the Gridmaster sheets and send Paul updates to assess needs and help the rovers plan their roves, but this is another cool tool as well. If you already use Clublog you need to reupload your log to capture the grid info. If you don’t use Clublog, it’s a great tool and I’d suggest you try it and consider supporting his efforts. No need to clear your log anymore. 3) Real time logging now returns "Updated" rather than "Dupe" when updates are made to an existing QSO. FT 817 questions

Hi. I acquired my second FT-817ND this past weekend, and I have a couple of questions for those of you who are using 817/818s for portable satellite work. 1) Are you using the internal battery packs (whether NiCd or alkaline) OR an external battery(ies)? If the latter, do you advise using two separate batteries, or just one for both (using the included DC cable:E-DC-6)? (I've heard good things about Bioenna) 2) I'm probably going to use these rigs just for satellites, so are the SSB/CW filters worth getting? I see one difference between the 817 and 818 is that the latter includes a TCXO; is getting the TCXO unit for the 817(s) worth it? (Probably not going to use digital modes on the birds - except possibly telemetry) Any suggestions - or pitfalls to work around - for using the 2 rigs like this? Thanks Philip N4HF

One of my Arrows was resonant high… I added the arrow shaft screw inserts to the driven element, and then inserted some pan head screws to adjust the resonance down in freq… they are 1916 shafts if I remember correctly. List of Active Satellites?

I am just starting out with satellite radio. I am using SatPC32 with an ICOM IC-7000 and an az/el rotator. I would like to find a current list of active satellites. It seems many of the satellites I track don't have any downlinked signal. AMSAT shows current OSCAR satellites and JA9PEL seems to have a good list. However, it would be very helpful to know which satellites I can definitely hear a signal from (beacon, voice, etc.) so that I can be sure my setup is working. Thanks. Richard, AE6XO

Chris Burns writes: "I guess our friend AO-109 must have been just waiting for us to open it up for amateur use before sending some telemetry :-) Seriously, thanks to SatNogs, we found some telemetry that was recorded on May 10 just after we cranked up the modulator gain. In addition, a SatNogs observation today, July 21, also shows signs of weak telemetry. We'd appreciate it if anyone who has a station that can receive telemetry, especially stations with good gain and tracking ability, could listen for AO-109 telemetry on 435.750. If FoxTelem is all you have that's great, but if you also have some way to capture the signal in a file (say IQ recording in HDSDR) that would be even better. Chances are the signal is weak enough that it might need some teasing by our experts before we can get any info out of it. I'll also schedule some SatNogs observations, and anyone who has a SatNogs station with similar characteristics (gain antenna etc), please schedule some of your own over the next few days!" Chris Thompson, AC2CZ/G0KLA adds: "But, let me remind everyone that the prize and glory for receiving and decoding the first telemetry is still available. I could partially decode the data that Mark supplied by turning off the Forward Error Correction and decoding the bytes between the sync words - errors and all. It is quite a challenge to receive decodable frames but it is surely possible. See if you can be the first to post decoded frames. If you are not set up to decode frames but have a good recording, then send it to me and I will attempt to decode it. The prize will be yours all the same. Now tested at scale, first by Japans IKAROS in 2010 (196 m2 sail) and later by The Planetary Societys LightSail 2 (32 m2 sail), solar sails allow for low, continuous thrust without the use of fuel. NASAs Near-Earth Asteroid Scout mission, or NEA Scout, is a 6U CubeSat with an 86 m2 aluminized polymer solar sail planned to launch on Artemis I (e.g. probably very late this year or early next). The entire craft and sail weigh less than 14 kg. The mission will spend two years sailing on solar photon pressure (and adjusting course with cold gas thrusters) to reach 1991 VG, a very small NEA, and will then characterize the asteroids physical properties during a slow flyby (10-20 m/s; paper). If successful, the mission may be extended to another asteroid. Further out, NASA plans to launch Solar Cruiser in 2025 to the Earth-Sun L1 point where it will use the largest solar sail ever flown (1,650 m2, with built-in reflection control devices at the sails corners for attitude adjustments), to explore a novel orbit: Solar Cruiser will fly beyond L1 and use a solar sail to make its own artificial orbit closer to the Sun, but still on a straight line between the Sun and Earth as Earth revolves around the Sun. Only a solar sail can provide the forces necessary to maintain such an otherwise unstable orbit, since doing so requires constant fuel. This is a testbed for future, even more ambitious missions. Dear All, Just to share a great achievement from a local school: MIR-SAT 1 TLM was received and decoded by Forest Side State Secondary School (Girls) team (LG89sq) today thus the 1st school in 3B8 and uploaded to Satnogs. This is great and hopefully inspire these YL to STEM. Great day for me as Radio Amateurs donated the Ground Station and I coached them. Many other schools in 3B8 were provided with Ground station kits to enable them to receive the signals from MIR-SAT 1 and hopefully we will see soon many schools doing so soon. 73 Jean Marc (3B8DU)

Tomorrow, Saturday, July 24 I will be talking about AMSAT and small satellites at a space themed STEM event at the Frontiers of Flight museum in Dallas Texas. Amongst other things, we will be working two AO-91 passes and hopefully have some general population people, kids especially, along for the ride. AO-109--telemetry PLEASE LOOK AGAIN

I guess our friend AO-109 must have been just waiting for us to open it up for amateur use before sending some telemetry :-) Seriously, thanks to SatNogs, we found some telemetry that was recorded on May 10 just after we cranked up the modulator gain. In addition, a SatNogs observation today, July 21, also shows signs of weak telemetry. We'd appreciate it if anyone who has a station that can receive telemetry, especially stations with good gain and tracking ability, could listen for AO-109 telemetry on 435.750. If FoxTelem is all you have that's great, but if you also have some way to capture the signal in a file (say IQ recording in HDSDR) that would be even better. Chances are the signal is weak enough that it might need some teasing by our experts before we can get any info out of it. I'll also schedule some SatNogs observations, and anyone who has a SatNogs station with similar characteristics (gain antenna etc), please schedule some of your own over the next few days! ARISS News Release No. 21-43 Dave Jordan, AA4KN ARISS PR aa4kn(a)amsat.org FORIMMEDIATE RELEASE ARISSContact is Scheduled for Students at Seinan Gakuin Junior Senior High School, Fukuoka, Japan July20, 2021—Amateur Radio on the International Space Station (ARISS) has receivedschedule confirmation for an ARISS radio contact with astronauts. ARISS is thegroup that puts together special amateur radio contacts between students aroundthe globe and crew members with ham radio licenses on the International Space Station (ISS). This will be a direct contact via amateur radio between students at the Seinan GakuinJunior Senior High School, Fukuoka and Astronaut Akihiko Hoshide, amateur radiocall sign KE5DNI. Students will take turns asking theirquestions. Japaneseis the language expected to be used during the contact, however students wantto communicate in English, therefore they request that replies be in English whenpossible. Onsite access willbe provided to the student body at the time of the contact, and followingCovid-19 guidelines. The downlink frequency for this contact is145.800 MHZ and may be heard by listeners that are within the ISS-footprintthat also encompasses the radio relay ground station. Onsite access will be provided to the studentbody at the time of the contact, and following Covid-19 guidelines. Amateur radio operators, using the 8N6SW callsign will operate the ham radio ground station for this contact. The ARISS radio contact isscheduled for July 22, 2021 at 6:14 pm JST (Fukuoka, Japan), (09:14 UTC, 5:14am EDT, 4:14 am CDT, 3:14 am MDT and 2:14 am PDT). Seinan Gakuin JuniorSenior High School is a private, six-year coeducational school and is among theoldest private schools in the Fukuoka area. In 2003 the school moved to the newcampus in the Momochihama area of Fukuoka. The school events that are tied intothe ARISS contact include satellite operations, space research, and ham radio’shistorical function. Best Project first: If you have multiple projects and limited resources, you need to choose the project that will be the most successful or Get the best bang for the buck. What are you goals for an Amateur-Radio project for ISS? #1, Generate interest in Amateur radio capabilities. #2, Encourage Non-Amateur-radio people to possibly get-into the Amateur-Radio or SWL Hobby. #3, Get more people excited about the ISS and is open programs that can allow the average person to participate. #4, Provide the ISS crew with some entertaining and excitement about their projects. #5, Language universal projects work best. The APRS project has a low following and does not generate much excitement or newspaper coverage. SSTV does great and all 5 of the listed categories. Why is SSTV better the APRS? SSTV is a project that will cross over between two hobbies,Short-wave-listening and Amateur radio.Most Short-wave-listening and Amateur operators are capable of receiving and decoding SSTV signals. With 10's of millions of SWL+AR stations receiving these signals month after month, you will see a huge interest in the abilities of Amateur Radio on ISS. You must have heard the saying "A picture is worth a thousand words". When MarexMG was running the SSTV Program in Space Station Mir, out SSTV images were showing up in magazines and newspapers around the world. When was the last time you saw a New paper or magazine story [Non-ham] talking about APRS from ISS?Never! The MarexMG SSTV project was a huge hit.Schools around the world were setting up receiving stations to receive the images.I remember seeing a new story showing how the Great-Lakes ices was changing week after week, based on images from Mir SSTV. If we want to build up a large amount of support for existing and future Amateur radio projects on ISS, then we need to put our best project front and center. I am not talking about turning on SSTV for 1 or two weekend per year. I am talking about turning it on for a FULL 6 consecutive months in a row 24 hours a day, 7-days a week. Image cycle duration: Let's keep is Simple and Safe. Recommended format: To provide the greatest access and reduce Heat stress on the radio, I recommend using SSTV format Robot-36. The reason for the low-quality Robot-36, is because the transmitting time is only about 36 seconds for each image.I know this is the lowest quality image format, but since it’s the shortest, we can keep the radio cooler. All transmitters run MUCH hotter in Zero Gravity! And if the ISS Air pressure is turned down from 14 psi to 10 psi [Usually during space walks], the radio will also run hotter at 10 psi, than at 14 psi. Maximum number of ISS-transmitted images per hour. 1 image every 5 minutes or 20 per hour.And depending on heatsink temperature and cooling fan status, we may need to reduce the number of pictures per hour to keep the radio cool. My goal is to expand the presence of Amateur Radio on ISS and other satellites and the best tools we have on ISS today is Slow Scan TV. Let's generate some worldwide excitement and make this hobby grow. Turn off APRS! Turn ON SSTV for a FULL 6 consecutive months in a row 24 hours a day, 7-days a week. ARISS is thegroup that puts together special amateur radio contacts between students aroundthe globe and crew members with ham radio licenses on the International Space Station (ISS). This will be a Multipoint Telebridge Contact via Amateur Radio between the ISS and students fromSpaceKids Global in Winter Park, FL, along with Girl Scouts working with GirlScouts of Citrus. Students will take turns asking their questions of ISSAstronaut Shane Kimbrough, amateur radio call sign KE5HOD, during theARISS radio contact. English is the language expected to be used during thecontact. The downlink frequency forthis contact is 145.800 MHZ and may be heard by listeners within the ISS footprintthat encompasses the ARISS radio telebridge ground station. Of course, lots of people *like* APRS and work other stations on ISS passes. Personally I prefer making packet contacts with people on ISS passes and I don't find it boring at all. But I'll admit, SSTV is probably more popular - but that may be because it happens in limited times, people hear it's going on and make it a priority to get the image. If it was on 24/7 that might seem get pretty boring pretty quick. Tried something new tonight. I recently bought a Mobilinkd TNC3, a little portable APRS TNC that works with your smartphone via Bluetooth. I set it up to work with my yaesu FT8900R and linked it to APRS Droid. Made two qso's on the ISS Digipeater tonight with it. Howdy gang, I got a nice suprise at the Glacier Waterton Ham Fest near Glacier National Park this weekend. WI7P Randy from Utah stopped in and worked satellite for our special event W7G DN38. Randy is really an enthusiastic Rover and has covered all of Montana and most of the Unitated States. We had several great conversations and I am changing my portable setup like Randy's with a Heil Headset and FS-3 footswitch. Among other activities, the campers have been operating special event station W8Y from both the National Voice of America Museum of Broadcasting and from the camp hotel. The camp wraps up with an hour-long closing ceremony on Friday, July 16. "Things are going really well," said Camp Director Neil Rapp, WB9VPG. The earlier launch of a balloon carrying a ham radio payload was successful, he said, and -- after pinpointing where the payload landed some 3 hours away -- the campers were able to retrieve the package, thanks to some understanding landowners. Rapp said the balloon reached approximately 100,000 feet. Rapp said that campers have gotten along well from the first day, and problems in general have been few and minor. Several of the approximately two dozen campers got to ask questions of ISS crew member Akihiko Hoshide, KE5DNI, during a Tuesday Amateur Radio on the International Space Station (ARISS) contact. Responding to a query posed by Graham, KO4FJK, Hoshide said the most interesting things he's seen from space included flying through an aurora and looking down at shooting stars from the ISS. He also said the ISS crew was able to view a partial lunar eclipse from space. Another camper, Adam, KD9KIS, wanted to know how often the ISS crew members use the onboard ham station. Hoshide said individual crew members may get on the radio every couple of weeks or so, or as the opportunity arises. "This ARISS contact is intended to inspire these young hams to learn more about communication using amateur satellites and making ARISS radio contacts," ARISS said in announcing the contact date. ARISS team member John Sygo, ZS6JON, in South Africa, served as the telebridge relay station for the late-morning event, which was streamed live via YouTube. Rapp said he's hoping this pilot camp venture will provide the information needed to replicate the camp over multiple locations for years to come. "We also hope this brings a more robust community of young hams into amateur radio," he added. The long-anticipated summer camp for up to 30 hams, aged 15 through 25, was set for last June, but it had to be rescheduled until summer 2021 because of COVID-19 pandemic concerns. The camp for young hams in the Americas took its cue from the summer Youngsters on the Air camps held for the past few years in various IARU Region 1 countries. The Region 2 camp is aimed at helping participants to take their ham radio experience to the next level by exposing them to a variety of activities and providing the opportunity to meet other young hams. Activities include kit building, antenna building, transmitter hunting and direction finding, operating with digital modes, and launching a high-altitude balloon. Amateur satellite operation is one of the workshops provided. Others include effective radio communication, local ham radio history, and using amateur radio during emergencies. The YouTube channel features daily highlight videos. W8Y has been on the air as campers complete projects, between sessions, and during free time, although some late-evening slots have been on the schedule. The camp's opening observance on Sunday featured keynote speaker Tim Duffy, K3LR, who told the campers, "Amateur radio is the best hobby in the world." I thoroughly prefer getting my journal electronically rather than as paper through the mail. Saves trees, and money for the organization. I did want to mention an observation related to image quality for the online PDF. I was reading it through my iPad last night and noticed that the images, diagrams, and pictures, we’re all very fuzzy. For a PDF with searchable text, the text is all vector related so things just properly scale nice when you zoom a document in. Zooming into the images however to get a little more detail proved very frustrating because they were so heavily compressed. My recommendation would be to please decrease the amount of compression used in saving the document or the images as they go into the document. It may make the file bigger but will look a heck of a lot better. Thank you very much to all of those who make the publication possible. Sent from my iPhone
