"Tail" on AO-27 transmissions

On the last two AO-27 passes I've worked (this morning and this evening), there was a sort of squelch tail after every person's transmission. It sounded like a higher noise level, then after a few seconds it would go back to normal if no one else transmitted. It made it a little weird to work. I have not looked at it on a waterfall. Hopefully the satellite is still healthy. -Stephen N8URE

"Because the board doesn't want you to interfere with their addition of this rule, they have required ... writing a letter on paper and mailing it with a stamp." This person didn't read existing bylaws, is intentionally trying to mislead readers, or a combination of the two. The written requirement is not something the current board implemented. "Include the initiative on the ballot for the next directors like president's club inserts in the past and let the membership vote after the complete text of the proposed changes are included on the ballot insert. " This statement demonstrates complete ignorance of the bylaws of the Radio Amateur Satellite Corporation (AMSAT.) Timing of AMSAT's proposed bylaws changes is in advance of the upcoming 2021 election of Directors. The proposed changes clarify dates with regards to candidate eligibility. Making these bylaws changes saves the corporation in mailing costs and allows for electronic balloting (eliminating handling of paper ballots.) 73 Clayton W5PFG

To be eligible, an applicant must be *a resident of the United States, its possessions, the Commonwealth of Puerto Rico, or a United States citizen temporarily resident elsewhere, and the holder of an unexpired Amateur Radio operator's license or reciprocal operating authorization issued by the UnitedStates. * (b) International Membership. Any person who is the holder of an unexpired Amateur Radio operator's license or its equivalent issued by any administration, but who is not eligible for Full Membership by virtue of his or her place of residence, is eligible for InternationalMembership. (c) Associate Membership. Any person who is not eligible for Full Membership or International Membership, but who is interested in amateur radio, is eligible for AssociateMembership. So, ARRL can expel a member not for matters of character, reputation, or conduct, but only if the member does not meet the conditions for membership because they are no longer a citizen or have lost their license. Because the Articles of Association have precedent over the Bylaws. But AMSAT only copied one half of ARRL's language about member termination, so AMSAT's proposed rule is much more draconian than ARRL's. Bylaws Amendment - Membership Application Review

The purported impact of this new provision is being blown way out of proportion. And Mr. Perens has invented an obviously fictional backstory for the rationale behind the amendment. Under the current bylaws, the Secretary is obligated to grant membership to anyone who pays the dues established by the Board. This portion of the bylaws amendment has been adopted to protect the corporation and, by extension, our members who invest their time and money in our success, from being required to grant membership to undesirable individuals, such as those convicted of a violent offense or those with an extensive, documented history of harassment or discrimination in the community. In today’s day and age it is imperative that a corporation be able to decline to grant a membership or renewal application from someone that may bring disrepute upon the organization. This provision is adapted nearly word for word from ARRL Bylaw 2, with the exception that the body that would make the decision upon the Secretary’s referral is the Board of Directors rather than the Executive Committee (since our bylaws do not call for such a committee). This is a narrow provision that I hope the Secretary would have to invoke on very rare occasions. And if it is invoked, the Board would carefully consider the Secretary’s referral and make a decision that’s best for the organization and our membership. 73, Paul Stoetzer, N8HM Executive Vice President Member of the Board of Directors AMSAT

Today, I was able to get on from EJ58 on AO-91's midday pass, then EJ59 on AO-7/CW in the late afternoon, followed by EJ49 over XW-2D/F, CAS-4A/B, and RS-44/CW. Tomorrow, I'll try to be on from EK20 on AO-91 at midday and possibly AO-7/CW about 21/2125Z. We'll likely cut through a corner of EK10, and hopefully there will be a pass or two (maybe AO-7/CW and XW-2D) that I can get on from there. After that, EK11 should be later in the evening. 73/Jim, ND9M
